Attachment 6 OBDI 202 - IOLE Process Rev 1 DRAFT OUTLINE COMMENTS Facility: South Texas Project, Units 1 and 2 First Exam Date: May 4, 2016 Written Exam Outline (Revision 1) Comment Resolution RO Exam Outline 1 Tier 1/Group 1, Question #7: Before the K/A statement is changed, verify whether there are any reporting responsibilities to internal organizations that a RO may have. This is part of the scope of the original K/A statement (G2.4.30). Licensee staff performed this verification. Based on the review, there are no internal organizational reporting requirements associated with the RO position. Therefore, the proposed change in the written exam outline is acceptable. 2 Tier 2/Group 1, Question #53: Editorial - In the Form ES-401-4, the A's in the K/A statements discussed should be K's. Outline editorial change made. 3 Tier 2/Group 2, Question #61: Do RO's have a responsibility to monitor remote handling or operations involving containment iodine filters? Recognize there may be no tasks in the control room, but are there oversight responsibilities of others? Based on licensee review, there are no RO responsibilities with this task. The licensee's maintenance department has responsibility for this activity. The proposed written exam outline change is acceptable. 4 Tier 3/Category 2, Question #68: Do RO's have any responsibilities with preparation/evaluation of risk assessments, work prioritization, or coordination with transmission system operators? Based on licensee review, there are no job task responsibilities for ROs on this topic. Transmission dispatcher coordination is handled at the SRO level. The proposed written exam outline change is acceptable. SRO Outline 1 Tier 2/Group 2, Question #18: Area radiation monitoring is addressed in Section 12.3.4.1 of the UFSAR. It says that the Reactor Control Building high range radiation monitors are safety-related for their post-accident monitoring capabilities. They are discussed in UFSAR Chapter 15. Other area radiation monitors are given in tables associated with Section 12.3.4.1 as well.

It is unclear if the credited ventilation radiation monitor for control room ventilation is within this group as well. If it is, this is controlled within the Technical Specifications (TS 3/4.7.7). The subject matter for this proposed K/A closely matches that of Tier 2/Group 2, Question #10. It would be best to develop a question on another topic. The outline was changed to match G2.2.38 with Tier 2/Group 2, 068 Liquid Radwaste.

Tier 3/Category 1, Question 19: In most cases, ROs make the plant announcements. However, do SRO's evaluate criteria that require them to direct others to make announcements? If so, the existing K/A statement may be used. Based on secondary licensee review, the licensee will return back to writing a question based on the original K/A statement (2.1.14).
