| Title | LICENSEE-IDENTIFIED Violation |
| Description | Title 10 CFR Part 50, Appendix B, Criteria III, Design Control, requires, in part, that measures shall be established to assure that applicable regulatory requirements and the design basis are correctly translated into specifications, drawings, procedures, and instructions. Contrary to the above, on May 7, 2010, engineering personnel determined that a calculation used for the closing force required for main steam isolation bypass valves (MSIBV) was non-conservative, and rendered the MSIBVs inoperable when steam generator pressure is above 700 psi. The licensee took immediate corrective action to comply with the requirements of Technical Specification 3.6.3, Containment Isolation Valves. The licensee entered the issue into the corrective action program as CRDR 3477841. The finding is of very low safety significance because the MSIBVs are normally closed during plant operation and the finding was a design deficiency confirmed not to result in the loss of operability or functionality. |
