Clinton 2022 Initial License Exam Outline Review Comments

Simulator Scenario Outline Comments

  • NRC: For EOP entered identify expected EOP significant actions to be taken by each crew member. Simply stating to perform EOP actions as directed is not sufficient.

Facility: Additional detail was added to the SRO portion for the applicable EOPs.

  • NRC: For scenario 2 the scenario guide identifies the blowdown as Critical Task

-3 when it should be Critical Task-2.

Facility: Blowdown changed to CT-2

  • NRC: Does the manual initiation of SBGT and manual isolation of VF critical meet the definition of a critical task? These are mitigation strategies necessary to prevent/minimize onsite exposures and offsite releases and affect the mitigating strategy. If radiation levels are high enough to warrant these actions, then they are a critical task to be completed.

Facility: The RPV instrument line leak is large enough to result in the necessary actuation but not large enough to meet the definition of a critical task. No change is needed.

  • NRC: Add an examiner note that the ATC returns and controls hotwell level to between 36 and 55 inches as the low level alarm does not annunciate until 23 inches and will be outside of the normal level.

Facility: Examin er note was added.

  • NRC: For scenario 3 event 4, consider modifying malfunction setup to activate the malfunction a few seconds after the Drive Out push-button is depressed. The stuck detector may be identified by either observing the IRM channel responses and/or when the detector Out light does not illuminate.

Facility: During OV it was determined that the stuck detector was identified by the operators without the need for the detector Out light to fail. No changes made.

  • NRC: Op-CL-108-107-1002, Degraded Grid Actions requires that the load reduction be completed within 15 minutes. The info could be read that the load reduction either be started within 15 minutes or completed wi thin 15 minutes.

Add the completion requirements to the SRO notes.

  • Facility: Note added.

JPM Outline Comments

  • NRC: Reminder that JPM task standards must clearly indicate how the critical steps were dentified. For instance generally stating do something in accordance with a procedure is not adequate as it can be construed that any verifiable actions steps done when performing that procedure would be critical.

Facility: No comments

  • NRC: All JPM cover sheets will need approval signatures and dates for final submittal. Repeat comment from the previous exam.

  • NRC: Ensure that the examinee cue sheets reflect any changes made to the initial conditions and/or iniating cues.

Facility: Done

  • NRC: JPM 417 - Step 7 has the applicant place handswitch 1HS-VR101 in the neutral position in accordance with step 8.1.3.1.1 but des not ensure that the applicant verify the various dampers and fans go closed or stop as applicable.

Facility: Information was added.

  • NRC: JPM 417 - Step 8.1.3.1.5 of procedure CPS 3408.01 needs to be added to the JPM.

  • NRC: JPM 065 - Procedure references wrong. Step 6 of JPM is supposed to reference procedure 3503.01, step 8.2.3.6 but instead references step 8.2.1.5.6 which does not exist.
