VOGTLE ELECTRIC GENERATING PLANT, UNITS 3 AND 4 - ISSUANCE OF AMENDMENT AND GRANTING OF EXEMPTION RE: CLASS 1E MOTOR-OPERATED VALVE TERMINAL VOLTAGE TESTING (LAR-17-018)

Dear Mr. Whitley:
In response to your application dated August 30, 2017, and supplement dated January 12, 2018, the U.S. Nuclear Regulatory Commission has granted the enclosed Exemption and issued the enclosed Amendment Nos. 121 and 120 to Combined License (COL)
Nos. NPF-91 and NPF-92 for the Vogtle Electric Generating Plant (VEGP) Units 3 and 4, respectively. The amendment consists of changes to the Updated Final Safety Analysis Report (UFSAR) and the COL Appendix C (and associated plant-specific Tier 1) Inspections, Tests, Analyses, and Acceptance Criteria information to prescribe voltage tests in conjunction with an analysis, rather than voltage testing only.
The exemption allows changes that impact Tier 1 of the plant-specific Design Control Document and Appendix C of the Facility COL as specified in License Amendment Request 17-018. This exemption is related to, and necessary for the granting of the license amendment, which is being issued concurrently with this exemption.
B. Whitley A copy of the related Safety Evaluation, which includes the staffs evaluation of the amendment and exemption, is also enclosed. The notice of issuance of the amendment and the exemption documents included in this letter will be published in the Federal Register.
