or Madam:.As documented inithe reference above, Energy} Northwest (EN) received'amendment 199 to th e Columbia-Generating Station Operating License on November 27, 2006.Energy Northwest has reviewed the safety evaluation for this amendment.
This letter identifies corrections that Energy Northwest believes should be made to the safety evaluation.
A detailed list is provided in the attachment to this letter so the issues can be addressed by the NRC staff.There are no new commitments being made. WA Winston & Strawnh-, NfRC Senior Resident Inspector/988C LICENSE AMENDMENT 199 SAFETY EVALUATION CORRECTIONS Attachment Page 1 of 1 The following is a list of Energy Northwest identified issues associated with the safety evaluation (SE) to Amendment 199 of the Columbia Generating Station (CGS)Operating License and their proposed corrections:
- 1. SE Section 3.1.1.2.1
-the 1st sentence incorrectly refers to leakage as a percent of atmospheric content by "weight." The reference in the 4th paragraph of 3.1.1.2.2 correctly reflects "volume." The word "weight" should be changed to"volume" in the 1st sentence. (Reference Energy Northwest letter to the NRC G02-04-170, dated September 30, 2004, section 4.4.1, pg 36 of 91.)2. SE Section 3.1.1.2.2
-the 2nd paragraph, 3rd sentence incorrectly refers to main steam piping between the two "condensate demineralizers." The words"condensate demineralizers" should be changed to "Main Steam Isolation Valves (MSIVs)." (Reference G02-04-170, section 4.4.3, pg 42 of 91.)3. SE Section 3.1.1.2.3
-the last paragraph refers to a LOCA calculation LM-0646, Revision 1. This is not a calculation number recognized by CGS staff. The calculation number should be changed to NE-02-04-05. (Reference G02-04-170, Attachment 5, item 5.)4. SE Section 3.6 -the 1st paragraph, 2nd sentence is incomplete and unclear.The sentence should be completed.
- 5. SE Section 4.15.4 -the 1st and 2nd sentence of the last paragraph related to TID-14844 appears to be out of place and unrelated to the rest of the section (i.e., deletion of the requirement to suspend fuel handling on loss of offsite, onsite, or DC power). Equipment qualification issues were discussed in section 3.6. This information should be deleted from section 4.15.4.6. SE Table 1 -the Fuel Handling Accident section references "Release location" with two SGT configuration subcategories and two different release paths. There is only one release location regardless of SGT configuration at CGS. The release point for both should be changed to the point on the Reactor Building Wall closest to the Local Intake. (Reference G02-04-170, section 4.7.4, pg 67 of 91.)7. SE Table 1 -the Fuel Handling Accident (FHA) section references "Atmospheric Dispersion Factors X/Q values sec/m 3 and indicates that Submittal Table 4.4-2 and 4.4-3 provide the source of the information for the FHA dispersion factor.Table 4.4-2 and 4.4-3 apply to the LOCA event. The submittal table should be changed to Table 4.7-1. (Reference G02-04-170, pg 64 of 91.)
