Document Control Desk Washington, DC 20555 Serial: HNP-96-190 SHEARON HARRIS NUCLEAR POWER PLANT DOCKET NO.50-400/LICENSE NO.NPF-63 NOTIFICATION OF NPDES PERMIT EXCEEDENCE Sir or Madam: On September 30, 1996 a National Pollutant Discharge Elimination System (NPDES)permit exceedence was submitted to the North Carolina Department of Environment, Health and Natural Resources in the monthly NPDES Discharge Monitoring Report.Specifically, the Harris Energy and Environmental Center Permit (PNC0026735) daily maximum limit and monthly average limit for BOD~was exceeded during the reporting period.A reduction in chlorine contact time prior to the discharge on August 28, 1996 may have contributed to the elevated results.Facility personnel have reviewed operational procedures to ensure that adequate chlorine contact time is maintained prior to future discharges.

No harm to the environment or human health occurred during or aAer the discharge.
