';lashingCon, D.C.20555 Dc r Ih.Rowden:/This letter is on behalf of the electric power consumers of the Tennessee Valley Region.The Tennessee Valley Public Power Association I,'TVPPA)is an organization representing most of the 160 municipal and.coopera-tively owned.distributors of electric power in the Tennessee Valley region that xely on the Tennessee Valley Authority (TVA)as.Che source of power for about seven million consum rs in seven Valley states The.Tenn ssee Valley Xndustrial Committee (TVXC)represents about 30 laxge industrial customers who are served, directly'by TVA.The'basic purpose of these two organizations is to promote the efficiency ancL que3.ity of electric service to consumers in the Tennessee Valley.Tne total'peak demand.on the TVA system of all of its consumers exceeds 20~000~000 kiloiratts.
Sate are a~rare that an Atomic Safety and.Licensing Board has granted.a hearing on certain technical specification modifications to the operating licenses for TVA's Browns$'erry Nuclear Plant Units 1 and, f 2.Ele understand that TVA has filed.a motion with that Boaxd.request-ing authorization for TVA to load fuel, test and operate Brims Ferry units 1 and 2 pending completion of the evidentiary hearing.The Browns Ferry plant is a vital parC of the TVA generating system.The 2~100,000 kilosratts of capacity from these two units is not only essen-tial for TVA to meet its system loads, but it provides, the lowest cost
<<lr:ctricity of'basoload stcam generat plants on the TVA system.Xf this capacity is not available during this summer'p ak load period, substantial amounts of capacity vill have to 1 be acgu'ired from other sources if it is available.
This could add about$70 million to the bills of the electric consumers in the~TVA region during the months of June;July, and August.The de-cision to purchase any available large blocks of power may have to be made as early as mid-Nay, and will involve demand charges of about$20 million, whether or not any power is later used.Xf'his amount of power cannot be purchased, it appeaxs that system reliability will be reduced to unacceptable levels.Accordingly, we urge that a decision on TVA s motion he rendered expeditiously.
A favorable decision vill'ensure system reliability, and avoid the unnecessary expenditure of$70 million, which must*.be borne by the ratepayers.
