Dear Chairman Svinicki and NRC Commissioners:

March 4, 2019 Re: Seabrook License Extension I own a house in Gloucester, Massachusetts that overlooks Ipswich Bay, with a view of the Seabrook nuclear plants twelve miles away. I, my Cape Ann neighbors, and extended family members are very fearful that our continued health and property are in jeopardy from the longstanding, continuing degradation of the cement at the Seabrook 1 plant. We do not understand why the NRC is determined to extend Seabrook's license for 20 years before it fully considers and resolves the seriow; problems set forth in the Emergency Petiti0n filed by C-10 on February 13, 2019. The regulations procedurally may p2rmit such an extension, but the issues C-10 has raised should first be reviewed, an2lyzed, and satisfactorily resolved by the ASLB in accordance with the needs of public safety c1nd mere prudent rationality.

From looking briefly at the record as a layperson, I have the following additional comments:

l)To avoid even the appearance of conflict of interest, the NRC should have hired its own engineering firm to perform the ASR tests. 2) Greater efforts should have been made to perform tests either on core samples from Seabrook 1 or on Seabrook 2 instead of on made-up samples of concrete in Texas. 3) Another concern is that, in case of a serious accident, the evacuation plans presently in place are ser i ously inadequate.

The evacuation zone should bl" expanded to a SO**mile radius as it was by the I\JRC in its advice to the American Embassy personnel at Fukushima.

4) As long-time residents of Cape Ann, we are aware that the largest earthquake (6.0 -6.3) in Massachusetts history occurred in 1755 about 30 miles off the coast. It is very possible that another quake of this magnitude could severely compromise the Seabrook plant in its current condition. A serious accident would be felt as far away as Boston with catastrophic health and economic consequences for citizens of Massachusetts, New Hampshire and Maine. cc: New Hampshire Delegation Congressman Chris Pappas Senator Margaret W.
