REPORT OF IMPINGEMENT OF KEMP'S RIDLEY TURTLE SALEM GENERATING STATION UNIT NO. 1 DOCKET NO. 50-272 The Nuclear Environmental Event Report, "Report of Impingement of Kemp's Ridley Turtle" is being submitted pursuant to the requirements of Section 5.4.2 of Appendix B, Environmental Protection Plan, to the Operating License for the Salem Generating Station, PSEG Nuclear LLC (PSEG).Please find enclosed the report and one attachment with further information regarding this impingement event. The turtle was unresponsive at the time of observation and was pronounced dead by Environmental Consulting Services (ECSI) upon their arrival on site. The animal was transported to the Marine Mammal Stranding Center (MMSC)in Brigantine, New Jersey for necropsy.If you have any questions or require additional information, please do not hesitate to contact Kenneth Strait, Manager -Biological Programs at (856) 339-3929.Sincerel, Lawrence M. nj.a'ner Plant Manager -Salem PSEG Nuclear LLC LR-E13-0122 Document Control Desk Attachments (1)REPORT OF IMPINGEMENT OF KEMP'S RIDLEY TURTLE In accordance with Section 5.4.2 of Appendix B, Environmental Protection Plan, to the Operating License for the Salem Generating Station, PSEG Nuclear LLC (PSEG)hereby transmits notification of a nonroutine event, and documents the occurrence and removal of a Kemp's Ridley Turtle (Lepidochelys kempi) from the Salem Generating Station circulating water intake structure trash bars.Consultation pursuant to Section 7 of the Endangered Species Act of 1973 (ESA)between NRC and the National Marine Fisheries Service (NMFS) on the effects of the operation of Salem Station on threatened and endangered species has been ongoing since 1979. The most recent revision to the Biological Opinion and Incidental Take Statement issued in January 1999 exempts the specified annual take of shortnose sturgeon and sea turtles. In advance of relicensing for Salem Station, consultation pursuant to Section 7 of the ESA between NRC and NMFS was reinitiated in 2009.When issued by the NMFS, the revised Biological Opinion and Incidental Take Statement are expected to continue to authorize a specified take of sea turtles.Pursuant to Section 5.4.2 of the Environmental Protection Plan for Salem Station, nonroutine events which require reporting to other federal agencies shall be reported in accordance with the other agencies' reporting requirements.

At the time of collection by Salem yard crew personnel, approximately 08: 30 am, the specimen was unresponsive to stimuli (touch of eye/tail pinch). Custody of the specimen was transferred to Salem Operations personnel, who immediately commenced with procedures for resuscitation (PSEG Threatened and Endangered Species document EN-AA-603-0001, section 4, step 4.7.25). T&E species monitoring personnel from Environmental Consulting Services, Inc. arrived onsite at approximately 14:00 p1m, and the specimen still had not shown any change in condition.
No indications of life were observed by ECSI personnel during inspection and processing of the turtle. Except for minor bruising on the top of its head, no distinct external injuries were identified, and the specimen appeared deceased, indicated by a state of listlessness, and by the condition of the eyes, which were pale and cloudy, and which remained open during the entire examination.
Based on these results, and since no change in overall behavior had been observed over the 5.5hr observation period by Salem operations personnel, the turtle was declared deceased by ECSI personnel at 14:15 pin. Salem Unit 1 control and Salem Environmental Affairs personmel were then notified of condition.
ECSI personnel prepared the turtle for transport off-site, and have preserved the turtle on ice at their facility.
At the direction of the NMFS, the MMSC in Brigantine New Jersey contacted PSEG Nuclear on 9/6/2013 to arrange delivery of the carcass. The carcass was delivered to the MMSC for necropsy on 9/9/13.Carapace length -Curved: Straight:
