~IiINTRODUCTIONTheSusquehannaSteamElectricStation(SSES)islocatedinSalemTownship,MzerneCounty,Pennsylvania.ItisonthewestbankoftheSusquehannaRiver,8kmnortheastofBerwick.TheStationconsistsoftwoboilingwaterreactorgeneratingunits,eachwith1,050MWnetelectricalcapacity.ThereactorandgeneratingunitsweresuppliedbyGeneralElectric,whiletheBechtelCorporationservedasarchitect-engineerandconstructor.ConstructionoftheStationbeganintheearly1970s.FuelloadbeganinUnit1inJulyof1982.InitialcriticalitywasachievedintheUnit1reactoronSeptember10,1982.Thereactorreached100KpowerforthefirsttimeonFebruary4,1983.CommercialoperationofUnit1wasdeclaredonJune8,1983.InitialcriticalityofUnit2occurredonMay8,1984.Unit2wasdeclaredcaanercialonFebruary12,1985.AirborneeffluentsarereleasedfromtheSusquehannaStationviafiverooftopventsonthereactorbuilding(seeFigure1).Eachventiscontinuouslymonitored,andaprogramofperiodicsamplingandanalysisisconductedasspecifiedintheplantTechnicalSpecifications.Allwaterborneeffluentsarereleasedinbatchmodeandaresampledandanalyzedpriortorelease.WaterborneeffluentsfromthesitearereleasedintothecoolingtowerblowdownlinefordilutionpriortoreleasetotheSusquehannaRiver(SeeFigure2).Blowdownlineflowratesareatleast5,000gpmduringperiodsofliquidradwasterelease.Thedilutedeffluentisintroducedtotheriverbywayofaperforateddiffuserpipeplacedontheriverbed.Thediffuserservestorapidlyanduniformlymixthethestationdischargewiththemainflowoftheriver.ThisreportpresentsasunmaryofthequantitiesofradioactivematerialswhichwerereleasedfromtheSusquehannaSteamElectricStationduringtheperiodfromJanuary1,1989toJune30,1989.Inaddition,'thisreportservesasamediumfornotifyingtheUSNuclearRegulatoryCommissionstaffofchangestoPP&L'sOffsiteDoseCalculationManual(ODCM)andSolidWasteProcessControlProgram(PCP)anddocumentationofanyexceptionstotheSSESeffluentmonitoringprogramwhichmustbereportedperTechnicalSpecifications3.3.7.10and3.3.7.11.Table1containssupplementalinformationpertainingtoeffluentsfromtheSusquehannaplant.Includedareregulatorylimits,samplingandanalysismethods,andcharacterizationofthenumberanddurationofbatchandabnormalreleases,ifany.eTable2containsasuaxnationofallairbornereleases,groupedintotheradionuclidecategoriesofgases,particulates,iodine-131andtritium.Averagereleaseratesarepresentedandcomparedtotheapplicablelimits.Table3presentsthetotalsofspecificradionuclidesinairborneeffluents.

WaterborneeffluentsaresunmarizedinTable4.Averagediluted,~.,concentrationsarepresentedandcomparedtotheapplicablelimits.Table5presentsthereleasequantitiesofspecificradionuclidesinwaterborneeffluentsoverthereportperiod.Tables6through16presentacharacterizationofthesolidradioactivewasteshippedoffsiteduringthereportperiod.Includedarethevolumesandcuriecontentsassociatedwitheachtypeofsolidwaste.Anestimateofmajornuclidecompositionispresentedforeachwastetype.aswellasthenumberofwasteshipmentsfromthesite,howtheyweretransported,andtheirfinaldestination.Table17containsestimatesoftheerrorsassociatedwiththemeasurementsinvolvedinquantifyingeffluents.Errorsassociatedwithsampling,counting,flowrateandvolumedeterminationallcontributetothetotalerroroftheeffluentmeasurements.Errorestimatesarepresentedforeachcategoryofradionuclidesdetectedinairborneandwaterborneeffluentsandsolidwastesduringthereportperiod.Table18presentseffluentdatafrompreviousreportperiodswhichwasnotavailableatpreparationtimefortheassociatedsemiannualreport.Section3ofthisreportisreservedfordocumentationofchanges(ifany)totheOffsiteDoseCalculationManualandtheSolidWasteProcessControlProgram.Section4presentsalistingofcases(ifany)inwhichairborneorwaterborneeffluentmonitoringinstrumentationwasdeclaredinoperableandwasnotrestoredtooperabilitywithinthetimeperiodspecifiedinTechnicalSpecificationTable3.3.7.10-1or3.3.7.11-1ActionStatements.
