Dear Mr. Lehman:

As requested by you during a telephone conversation with Mr. Jerome Fields of PP&L on September 5,1986, we are informing you, in writing, of the occurrences associated with an oil spill on September 5, 1986. At approximately 10:00 a.m., oil sludge accidentally leaked out of a retired oil tank that was being transported to a recovery facility (Keystone Block, Inc.,

Temple, Pa.). Prior to the shipment, the tank was drained, by gravity, of nearly all the oil sludge which it contained. A valve on the tank apparently was damaged while the tank was being loaded onto the truck causing approximately 5 gallons of oil to leak onto the access road leading to the Susquehanna Steam Electric Station as the truck was leaving the Waste Accumulation Facility. No oil was deposited on any public roadways or into the nearby environment.

The cleanup consisted of spreading an oil absorbent around the spill area until the oil was absorbed. The spill material was placed in drums to be disposed of at a permitted disposal facility. The cleanup was completed at _

approximately 7:00 p.m. of the same day. Nctification were made to the Pennsylvania Department of Environmental Resources and the Pennsylvania State Police. To prevent similar occurrences in the future, oil tanks will be emptied completely prior to shipment.
