RESPONSE TO THE ADVISORY COMMITTEE ON REACTOR SAFEGUARDS' REPORT ON THE SAFETY ASPECTS OF THE LICENSE RENEWAL APPLICATION FOR THE SEQUOYAH NUCLEAR PLANT, UNITS 1 AND 2

Dear Mr. Stetkar:

During the 622th meeting of the Advisory Committee on Reactor Safeguards (Committee) held on March 6, 2015, the Committee completed its review of the license renewal application for the Sequoyah Nuclear Plant, Units 1 and 2 (SQN), and the associated final safety evaluation report prepared by the U.S. Nuclear Regulatory Commission (NRC). In the Committee's final report, dated March 13, 2015, the Committee recommends renewal of the SQN operating license. The NRC staff appreciates the Committee's insights and thorough review of the applicant's license renewal application and the staff's associated final safety evaluation report. In particular, the Committee's review of issues related to the Reactor Vessel Internals Program, fluence value modeling in the upper core plate, and aging effects due to associated irradiation in the area above the active fuel, were particularly helpful as the staff finalized its evaluation. The Committee recognized that Tennessee Valley Authority has committed to periodic visual inspections of the upper core plate as an appropriate action to resolve the open item and agreed with the staff's consideration. The NRC staff recognizes the Committee's commitment to safety and appreciates its continued support of the license renewal process.
