NONCONFORMANCE
! Dear Mr. Campbell:
This letter refers to your response, dated March 2,1998, concerning the Notice of
Nonconformance issued with the U.S. Nuclear Regulatory Commission inspection Report

No. 71-0231/98-201, dated February 4,1998.
Conceming Nonconformances A, B, C.1, C.2, D, E, F, G, and H, the corrective actions which
l have been, or will be, taken appear acceptable, and no additionalinformation is required at
!
this time.
, However, the staff requests further clarification of your response to Nonconformance C.3,
l regarding Chem-Nuclear Systems' (CNS's) failure to present a nonconformance report (NCR)
to the CNS Safety Review Board (SRB). The staff acknowledges that the nonconformance {
'
identified in the NCR did not meet your criteria for "10 CFR 21 applicable," requiring
subsequent submittal to the SRB. Nonetheless, the staff remains concemed that an NCR
identified (albeit incorrectly) as meeting the criteria for an SRB review did not appear on the
agenda for the next SRB meeting. Please clarify the process of how an NCR identified as
"10 CFR applicable" is transferred to the SRB from the individual who first completes the
NCR form.
The information requested should be provided within 30 days from the date of this letter.
