j Revision 7 of the Chem-Nuclear Systems, Inc., Quality Assurance Program is enclosed for your review and approval pursuant to 10 CFR l
50.55, Paragraph (f), 10 CFR 71.101, Paragraph (f), and 10-CFR 72.140, l
Paragraph (d). Revision 7 supersedes Revision F of the Chem-Nuclear Systems, Inc. (CNSI) Quality Assurance (QA) Program and is a general update to the CNSI QA Program.

The following is a summary of key improvements included in Revision 7
-j of the CNSI QA Program:
l Policy Statement - The FORWARD has been replaced with a Policy l
s Statement, communicating a stronger commitment to Quality, fully l
supported by the President of CNSI.

Organization - Section 1.0 has been updated consistent with current l
s CNSI organization and activities.
j Procedure Review and Approval Process - Process Improvement Team i
a recommendations, part of CNSI Total Quality initiative, have been j
incorporated in Sections 2 and 5 addressing revised Safety Review Board (SRB), Procedure Owner, preparer and reviewer roles.and
.j responsibilities, j
Graded Approach - CNSI's application of the Graded Approach based-s on importance to safety is more clearly addressed.
l SRB Membership - Section 2.0 was expanded to include a discussion s
of the membership of the CNSI Safety Review Board.
j Procedure Listing (Appendir B) - A list of QA Program implementing u
procedures is provided in appendix B and referenced in paragraph 2.3.1.
Computer Software Controls - Computer Software Controls have been s
added in paragraphs 3.8 and 3.9.

r Important to safety Terminology - Terminology such as " quality a
affecting", " quality related", " safety related", etc., has been i
replaced throughout the QA Program with "Important to Safety".
j QA Emphasis on Independent Oversight - Throughout the QA Program, s
QA redundant in-line reviews and approvals (such as review and I
approval of all procedures, review of engineering documents, etc.)
have been deleted, allowing QA to focus on independent oversight and placing responsibility with the implementing organization.
l Clarification, editorial corrections, and procedural level detail -

The program has been enhanced throaghout by clarifications and editorial corrections.
Details more appropriately addressed in procedures were also deleted, e.g. use of ECOs (Engineering Change Orders) for design changes Glossary - Appendix C, Glossary of Terms, was added.
a Revision 7 of the CNSI QA Program provides equivalent or enhanced QA Program commitments, assuring continuing compliance with 10 CFR 71, i
Subpart H, 10 CFR 72, Subpart G, and 10 CFR 50, Appendix B.
These program improvements provide an enhanced level of confidence in both our program and our products. This revision of the CNSI QA Program is implemented as of October 25, 1993.
