March 9, 1989 This DSER represents the results of the staff's review of the-compliance of RESAR SP/90 with the Commission's current regulations. -Compliance with the-requirements resulting from the staff's review of severe accidents as promulgated in the proposed 10 CFR Part 52 will be discussed in future DSERs and in the final SER, and may result in^ modifications to the conclusions discussed in this draft document.. ,

Staff review of. the unresolved safety ' issues and generic safety issues .as they  :

apply to the RESAR SP/90 design will be completed upon receipt.of your update l to Module 2 of the RESAR SP/90 application. The DSER regarding the back-end portion of the PRA is under development and is expected to be issued shortly.

- human factors engineering Based on this preliminary review, the staff. concludes,that there are open ,

issues that, because of the stage of-the design, may or may not be resolvable  ;

during the PDA stage of review. These issues are discussed in detail throughout the draft SER (see section 1.6 of the report for a summary of issues). We -

propose meetings be set up between the NRC and your staff, where appropriate, l to discuss these issues in order to resolve them. Expeditious resolution ~ of 1 the issues designated to be resolved.before the PDA is-issued.is critical _to i
