REVIEW APPROACH AND SCHEDULE FOR RESAR SP/90 APPLICATION As a result of the recent reorganization of the NRC and the current status of 4 the RESAR SP/90 application review, we have re-evaluated the appropriateness of the approach agreed upon in 1983 when this review began. As you are aware, the original concept consisted of a module-by-module review by the staff, in which a draft Safety Evaluation Report (SER) was to be issued for each module.

However, since no SERs have been issued to date, all of the modules have now been submitted by Westinghouse, and all responses to outstanding requests for additional information (RAIs) (except on Module 2) have been received by the staff, we have determined that it is more appropriate to perform an integrated review rather than a modular one. This will result in a more efficient review as well as a more comprehensive SER.

We are currently in the process of committing resources for your application, as well as those of others, to ensure staff reviews are completed in an efficient manner in accordance with appropriate priorities. Enclosed is a revised review schedule which reflects consideration of staff resources as well as the change in review approach discussed above. You will note that an  ;

additional round of questions has been included in this schedule. As a result i of the NRC reorganization, we have established a review team which includes former as well as new reviewers. We are providing this step for the review staff to become acquainted with the RESAR SP/90 design, to complete evaluation of unreviewed modules, and to request any needed additional informatior.

The review schedule will result in the issuance of a draft SER in April 19884 the final SER in October 1988, and a PDA decision by the end of 1988. T.he staff is prepared to support the review of the RESAR SP/90 application on this schedule and will endeavor to improve this schedule, if feasible, during the course of the review. Given the assurances provided in your June 9, 1987 letter to Dr. Murley, we understand this project will also be given sufficient priority and resources within Westinghouse to support this schedule.
