SUBJECT:

DRAFT SAFETY EVALUATION REPORT REGARDING THE PSS FOR RESAR SP/90 As part of our review of the PDA application for RESAR SP/90, the staff, eith the assistance of BNL, has been reviewing Module 16, "Probabilistic Safety Study", of the PDA application. Enclosed is a copy of the staff's Draft Safety Evaluation Report (DSER) on the "front-end" portion of the PRA which documents the results of our review to date.

Based on this preliminary review, the staff has concluded that there are open issues that, due to the stage of the design, may or may not be resolvable during the PDA stage of review. These issues are discussed in detail in the attached report (see page 6 and Table 3 of the report). We propose a meeting be set up between the NRC, our contractor (BNL) and your staff to discuss these issues in order to resolve then, where able, prior to issuance of the Final SER.

Note the Final SER regarding this matte- may be changed after the staff has evaluated input from Westingheuse in response to the enclosed documcnt.

The DSER has been written utilizing information that has been determined to be prcprietary, and, therefore, has been withheld from public disclosure pursuant to 10 CFR 2.790. We request you review the enclosure for information that might be censidered prcprietary by your corporation, ard notify the staff of the results of your review within five working days from the date of issuance of this letter. The staff will withhold this enclosure from public disclosure until this review period has expired, at which tire the staff will release the DSER to the NRC Public Document Room (PDR) (unless requested otherwise by your staff). If ycu have any questions regarding this matter, please contact the Project Manager, T. J. Kenyon, at (301) 492-1120.
