HADDAM NECK PLANT POST SHUTDOWN DECOMMISSIONING ACTIVITIES REPORT (PSDAR)

By letter dated August 22,1997, the Connecticut Yankee Atomic Power Company or CYAPCo, within the required time limit, submitted the PSDAR for the Haddam Neck Plant.

10 CFR 50.82(a)(4)(l) of the decommissioning regulations requires that a licensee provide the following information:

The report must include a description of the planned decommissionir.g activities along with a schedule for their accomplishment, an estimate of expected costs, and a discussion that provides the reasons for concludin;,

that the environmentalimpacts associated with site specific decommissioning activities will be bounded by appropriate previously issued environmental L impact statements.

The licensee's August 22,1997 submittal contains a description of planned decommisslor'ing activities on pages 2 through 8. The schedule appears in Figure 1.

Pages 8 and 9 contain the cost estimates. Reasons for concluding that the environmental impacts are beunded by previously issued environmentalimpact statements are discussed on pages 9 through 11.

On October 27,1997, at the licencee's site, the NRC staff examined the licensee's environmental report and determined that the report supported the conclusions contained in the PSDAR. The environmental data was compared with the NRC Generic Environmental Impact Statement on Decommissioning Nuclear Facilities (NUREG-0586) dated August 1988, the NRC Final Environmental Statement for Haddam Neck dated October 1973, and the NRC Environmental Assessment for Proposed License Extension for

The staff determined that the PSDAR for the Haddam Neck hsnt meets the requirements of 10 CFR 50.82(a)(4)(l). .in addition, as required by 10 CFR 50.82(a)(4)(ii), the staff held a meeting near the plant on Octobei 27,1997 and received questions and comments from the public regarding Haddam Neck decommissioning.
