STIPULATION CONCERNING DR. UHRIG The Union of Concerned Scientists and Licensee stipulate as follows:

1. Dr. Robert Uhrig has been a member of the Atomic In-dustrial Forum Committee on Three Mile Island Two Recovery

("the AIF Committee") since its formation in the fall of 1980.

The AIF Committee was established in order to keep industry in-formed on progress being made in the TMI-2 recovery process, and to provide a focal point for industry assistance in the resolution of technical, engineering and financial iscues in l the clean-up of TMI-2. The Committee consists of a number of individuals (currently 19) with diverse and extended experience in the industry, laboratory, university, and utility sectors of the nuclear power industry.

AIF Committee since the start of the preparation of the OARP Committee's Special Report in May 1984.

3. On November 30, 1982, the AIF Committee sent a letter to Chairman Palladino urging that the commission lift the two 1979 orders that direct TMI-l to remain in a cold shutdown con-dition. Dr. Uhrig attended a meeting at which the letter was discussed. He did not participate in the drafting of the let-ter; however, as a member of the Committee, he joined in its recommendation.
4. On September 6, 1984, the AIF Committee sent a second letter to Chairman Palladino urging that the Commission lift the two 1979 orders that direct TMI-l to remain in a cold shut-down condition. As a member of the Committee, Dr. Uhrig re-ceived a draft of the September 6 letter and expressed no ob-jections to the draft that he received. As a member of the 1 Committee, he joined in its recommendation.
5. On January 14, 1985, the AIF Committee sent a third letter to Chairman Palladino urging that the Commission lift the two 1979 orders that direct TMI-l to remain in a cold shut-down condition. Dr. Uhrig did not participate in the drafting of the January 14, 1985, letter. He did receive a draft of the letter when it was circulated in late December or early January; however, he submitted no comments on the circulated draft. His name appears on the list of AIF Committee members that accompanies the letter.
6. Dr. Uhrig's activities on the AIF Committee are part of his responsibilities as a full-time employee of Florida Power & Light Company. These activities are paid for and encouraged by FP&L, which receives feedback from Dr. Uhrig on the status of TMI-2 recovery.
7. Dr. Uhrig's work on the OARP Committee was done by Dr. Uhrig on his own, while he was on vacation from FP&L. Dr.

Uhrig does not consider himself to have been an " agent" of GPU Nuclear Corporation but, rather, an independent consultant.
