1.0 NARRATIVE

SUMMARY

'0F OPERATING EXPERIENCE AND MAJOR SAFETY +

-RELATED MAINTENANCE The reactor remained shutdown the entire month of July,1991,

=following Public Service Company of Colorado's. decision to end nuclear operation at Fort St. Vrain.

Preparations for shipping spent fuel are proceeding.

Construction of the Independent Spent Fuel Storage Installation (ISFSI).is proceeding.

On Augusti15, 1991, Region'IV of the Nuclear Regulatory Commission issued a Level III Notice of Violation and Proposed Civil. Penalty to Public Service Company of Colorado as a result of an unplanned radiation exposure event that occurred on June:11,'1991.
