i OYSTER CREEK NUCLEAR GENERATING STATION Forked River, New lersey ; The 650 MWplant is a single unit, five loop General i Electric Boiling Water Reactor (BWR). The site, about 800 acres, is in Lacey and Ocean l Townships of Ocean County. Located approximately nine miles south of Toms River, it is ; about 50 miles east of Philadelphia, and 60 miles south of Newark. i Construction began in December 1963. The station began commercial operation on December 23,1969, and at that time was the largest nuclear l facility in the United States solely financed by a private company. , The Reactor Building, Turbine Building and Ventilation Stack are the most prominent structures at the site. The Reactor Building stands approxi- i mately 150 feet high with 42 feet extending below grade. The Reactor Building serves as a secondary contait; ment and houses the primary containment (drywell), the reactor vessel and its auxiliary systems which comprise the Nuclear Steam Supply System. The dryweII, which houses the reactor vessel, is constructed of high density reinforced concrete with an i inner steelliner measuring 120 feet high and 70 feet in diameter. t The reactor vesselis 63 feet high and 18 feet in diameter. The 652 ton reactor contains 560 fuel assemblies, each with 62 fuel rods that are 12 feet l long, and 137 control rods. The reactor operates at a nominalpressure of 1,020 pounds l per square inch and an average temperature of S40 degrees Fahrenheit. l The Turbine Building houses the turbine generator, control i room, main condensers, power conversion equipment and auxiliary systems. The turbitie- l l generator consists of one high-pressure turbine, three low pressure turbines, a generator and an exciter. The turbines and generator tum at 1,800 revolutions per minute to generate l l three phase, 60-cycle electricity at 24,000 volts. The electricity generated is provided to the grid by two transformers which boost the voltage to 230,000 volts. ; Steam is supplied to the high pressure turbine from the ; reactor. After being used to drive the turbines and generator, the steam is condensed in the ! main condensers and retumed to the reactor vesselin the form of water through the con- l densate and feedwaterpumps. ; The main condensers consist of three horizontal, single I pass, divided water boxes containing 44,000 tubes having a totallength of about 1,875,000 feel Cooling water is provided from Bamegat Bay, through the South Branch of the Forked - River and passes through the condensers and discharges into Oyster Creek for retum to : Bamegat Bay. The waterispumped by four 1,000 horsepowerpumps, each of which
- moves about 11S,000 gallons per minute through the 6 foot diameter pipes that feed the !
condensers. The ventilation stack is 368 feet high with 26 feet extend-ing below grade. The stack provides ventilation for the Reactor Building, Turbine Building and Radwaste Facilities. Oyster Creek is owned by Jersey Central Power & Light . (JCP&L) Company and oper-ated by GPUNuclear (GPUN) Corporation. JCP&L and GPUN are units of the GPU System.

> Executhe Swrursay The Semiannual Effluent Release Report is submitted to the United States Nuclear ;
Regulatory Commission (NRC) every six months in accordance with the Oyster Creek j Nuclear Generating Station (OCNGS) Technical Specifications. It summarizes the radioactive liquid and gaseous effluents released and solid radioactive wastes shipped from , the OCNGS. In addition, meteorological data are presented in joint frequency tables per ! atmospheric stability class. For clarity, the report is organized into four parts. Section I itemizes gaseous releases , of 234 curies of fission and activation gases,0.171 curies of non particulate halogens,8.28 curies of tritium, and 0.0346 curies of particulate radioactivity. In addition,0.0492 curies of
- i fission and activation products ,0.00193 curies of noble gases , and 1.45 curies of tritium ;
were released in 12 batch liquid releases. Section I also itemizes 232,003 curies of radioactivity, contained in 254.3 cubic meters of waste, which was shipped offsite in 45 shipments. These releases are similar to or less than releases of nuclear plants of j comparable type, age, and size. The report summarizes the fact that all effluents released were within the federal regulatory requirements of OCNGS Technical Specifications. , Section Il provides a summary of Oyster Creek's meteorological data for the reporting , period in tabular form. Section III provides a detailed listing of all changes made to. the Offsite Dose Calculation Manual and the Process Control Plan during the reporting period. One change was made to the Process Control Plan. There were no changes to the Offsite Dose Calculation Manual. Section IV reports any effluent monitoring instrumentation that was inoperative as per Technical Specification 3.15 for the reporting period. I

Furthermore, sections 3.15.A and 3.15.B for liquid and r gaseous effluent monitoring instrumentalon, respectively, ;, tate that when '*less than the minimum number of ... channels are operable, ...make every reasonable effort to restore the instrument to operable stams within 30 days and, if ungaccessful, explain in the next Semiannual Radioactive Efflutnt Release Report why the inoperability was not corrected , in a timely manner."
