1.0 Introduction Carolina Power E Light Company (CPEL) received the Facility 0==rating Li cense (Ho. NPF-53) for the Shearon Harri s Huc1 ear Powe; Plant, Unit 1 (SHHPP), from the U.S. Nuclear Regulatory Commission f4RC) on October 24, 1986. Appendix B of the license, the Environmen==-1 Pro-tection Plan (nonradiological), requires submittal of an Annual Environmental (nonradiological) Operating Report to HRC des"ribing the. implementation of the plan during the previous year. The purpose of this document is to fulfil that requirement for the pe-iod of October 24, 1986, through December 31, 1986.

2.0 Environmental Monitorin [EPP Section ".2j

2. 1 Aquatic Monitoring Under the authority of the Clean Water Act, the state = North Carolina issued a National Pollutant Discharge Elirination System (NPDES) Permit (No. NC 0039586) on July 12, 1982. This permit is in effect until midnight on June 30, 1987. Routine effluent monitoring was conducted and reported to the North Carolina Division of Environmental Management (NCi=M) as required by the permit. Monitoring adequate to dern:nstrate compliance with cooling tower blowdown minimizatior., water quality standards for temperature outside of the mixi.-q zone, and prohibitions within the mixing zone will be initiate" during 1987 following approval by the NCDEM.

-2.2 Terrestrial Monitoring Terrestrial monitoring is not required.

2.3 Noise Monitoring Noise monitoring is not required.

3.0 Unusual or Im o tant Environmental Events [EPP Section 4.1]

No occurrence of an unusual or important env-ronmental event that would indicate or could result in a significan= environmental impact causally related to plant operation occurred during the reporting period.

4.0 Plant Consistenc Re uirements [EPP Section 3.0]

4. 1 Plant Design and Operation There were no changes in plant design o. operation plans, and there were no tests or experiments performed which were con-sidered to involve an unreviewed environ.",ental question during the reporting period.

t 4.2 Reporting Related to the NPOES Permit There were no changes to, or renewals of, the HPDES permit or the state certification during the reporting period.

5.0 Plant Re ortina Re uirements [EPP Section 5.4]

5.2 Changes in Station Design There were no changes in plant design or operation plans, and there were no tests or experiments per."rmed which involved a potentially significant unreviewed enviromental question during the repor:ing period.

5.3 Nonroutine Reports There were no EPP nonroutine reports submitted to the HRC d.ring the reporting period.

6.0 EPP Audit [EPP Section 5.1j During initial implementation of the requirements of the EPP in 1986, no audit of compliance was performed. A compliance audit will be conducted for the 1987 reporting year.

The period of the report begins with October 24, 1986, the date of issuance of the operating license. The attached report describes the implementation of the EPP for 1986.
