Afteraninspection ofthefacilityonNovember20,1987,theNJDEPrecommended totheEnvironmental Protection Agency(EPA)thattheFRSberemovedfromtheactivegenerator list.OnJuly20,1988,theEPAapprovedthedelisting.

Asofthatdate,anyhazardous wastegenerated atthesiteisdonesoundertheOCNGSgenerator number,EPAIDNo.NJD980649172.

OnFebruary19,1988,arequestwasmadetotheNJDEPtoamendtheFRSNJPDESDSW/DGWPermitNo.NJ0031097 toincludestormwater runofffromacombustion turbineprojectatthesite.Thestormwater runoffwouldbepipedtoanoil/water separator beforedischarge.

Dissolved Oxygenwasmeasuredat.-thecondenser-discharge anddilutiondischarge (approximately 3ft.belowt?esurface)usingaYellowSpringsinstruments dissolved oxygenmeter.Chlorination Systemoperating timesandthe.resultsofTotalResidualChlorine(TRC)measurements wereobtainedfromtheOCNGSChemistry Department.

ResultsandDiscussion At1000hoursonNovember8,1988;diversperforming mainten'ance onthecondenser discharge structure observedanumberpf-stressed fishinthecondenser discharge area.Representatives ofOysterCreekEnvironmental Controlsarrivedatthecondenser discharge at1015hoursandbegancollecting tdeadandstressedfishalongthe'oanksofthedischarge canaland-Oyster Creek.Onecirculating waterpump(115,000gpm)wasoperating andtheonlyopera"ing dilutionpumphadbeenshutoffat0957hours.Intakeanddischarge watertemperatures wereidentical (52.4'F)atthetimethedeadandstressedfishwerefirstobserved, andremainedso.throughout thedayonNovember8;rangingfrom52.4to53.5'F.Fivemeasurements ofdissolved oxygenconcen'tration inthecondenser discharge wereobtainedbetween1206hoursand1650hours.Ti.eresult'srangedfrom9,6-10.0mg/1orfrom87to91percen'tsaturated.

(Table1).Thehigi..est densi"iesoffishonthebottomwereobservedinti:eareabetweent?econdenser discharge andtheoldrailroadtrestle(:"ig.1).T?eestimateofthetotalnumberofdeadfishonthebottom,baseduponthedensities measured.

Chlorinemeasurements inthecondenser disci..arge justoriortoandimmediately af".,ethefirstobserva"ionofstressedEisnindicated thatTRClevelswere~el.lbelowtheNJPDESoermitl,imitof0.2oomandbelowthelethalconcentra" ionsreportedEortheeEfectedsoecies(FpRl1980).Interviews ofOCVGSOperations personnel indicated tl.atnootherchemicals weredischarged, Thefactthatalargeschoolofapparently healthyAtlanticmenhadenremainedinthecondenser discharge afterthisfishkillindicates thatonlyaoortionofthedischarge canaloopulation waseffected.

BruceHalgrenandBillStansleyoftheNJDEPwerecontacted foradviceoni:owthecauseofthefishkillmightbedetermined utilizing thefrozentishspecimens.

Themajorcauseofbothnoncompliances isattributed todegradedservicewaterpumpsnotproviding adequateflowtothe,system.Thedesignflowforthesystemis2000gal/min.However,theflowfortheperiodofthesenoncompliances wasbetween1000gal/minand1500gal/min.Thiscondition wasanticipated duringtheearlyfallof1987whichresultedintheorderingofanewpumpinOctober1987.Thenewpumpwasrecei'ved onFebruary19,1988andwasinstalled andoperating byFebruary26,1988.Thetwodegradedpumpswillberebuiltwithoneinstalled inthesystemandanotherplacedinstorageasaspare.Anothercontributing causeoftheFebruary1,1988noncompliance wasthatthemeasurement wastakenduri,nganupsetcondition oftheBoiler/Evaporator systems.Themeasurement takenonFebruary17,1988wasobtainedwhentheservicewaterflowwasapproximately 1'000gal/min.Althoughthemaximumdeltatemperature wasexceeded, themaximumdischarge temperature of113'Fandthemaximumheatloadtothereceiving bodyofwaterwerenot.Infact,theheatloadtothereceiving waterwasonly61%ofwhatitwouldhavebeenhadthedesignflowrateof2000gal/minandthemaximumpermitted deltatemperature of33'Fbeenachieved.

Itshouldalsobenotedthat.100%ofthiseffluentstreamismixedwithwaterwhichservesascoolingforthestation's maincondenser andsubsequently discharged againasapartofoutfallNo.001furtherdownstream.
