OUTLINE This testimony, by Francis F. Manganaro, Director of the Maintenance and Construction Division of the GPU Nuclear Group and the prospective Vice President, Maintenance and Construction, of the GPU Nuclear Corporation, responds to CLI-80-5, Issue 2, TMIA Contention 5, Sholly Contention 14(e)

( and ANGRY Contention IV insofar as they relate to the conduct of maintenance activities within the GPU Nuclear organization.

Mr. Manganaro describes a new concept in the management of maintenance at GPU's nuclear facilities.

The two principal responsibilities of the Maintenance and Construction Division of GPU Nuclear are to establish uniform policies, practices and procedures and accomplish assigned modification, repair, construction activities and major and/or specialized maintenance work at GPU's nuclear generating stations. While the Plant Director of Maintenance and his staff will remain responsible for assuring the material condition of his plant, additional maintenance support wil, be provided from the corporate maintenance organization, as well as onsite Maintenance and Construction Directors with associated onsite personnel. In addition, the Headquarters Staff will provide planning and scheduling methods to the onsite Maintenance and Construction staff, and monitor the implementation of these control systems.

4 I am Francis F. Manganaro, Director of the Maintenance and Construction Division of the GPU Nuclear Group and the pro-spective Vice President, Maintenance and Construction, of the GPU Nuclear Corporation. I joined GPU in June 1980 after my retirement f r om - the U . S . Navy. From 1959 until that time I was assigned to various positions involved in the design, construction, overhaul, refueling, conversion and maintenance of nuclear powered surface ships and submarines. More details on my background were provided by Mr. Arnold in his testimony.

As Director, Maintenance and Construction, I report di-rectly to the Office of the Chief Operating Executive of the GPU Nuclear Group. The Maintenance and Construction Division is one of six divisions which provide support to the three operating divisions. Its establishment and formation resulted from one of the organizational changes which was initiated to increase and concentrate the technical resources and management strength being applied to all nuclear activities, including TMI Unit 1, within GPU.

The functional responsibilities and assigned areas of cog-nizance for the Maintenance and Construction Division can be i

, accordance with corporate policies and all, applicable laws, regulations and licenses and technical requirements, i In general, it is intended that the Maintenance and Con-struction Division provide direction and support in the functional areas of maintenance, repair and construction to permit maximum concentration of attention and resc=2rces by plant management on safe and efficient operation and main-tenance of the nuclear generating stations. The Plant Director and his staff will remain responsible for assuring the material condition of the plant. They will continue to carry out some of this work themselves using their Maintenance Department, but they may also identify work they cannot or do not wish to do.

Division which would be responsible to complete it using my Division personnel or subcontractors.

The initial organization of the Division has been defined and approved. Because the two principal responsibilities f

assigned -- establishing uniform policies, practices and procedures and accomplishing assigned modification, repair, construction activities and major and/or specialized mainte-nance work -- constitute.two different but parallel functions, my organization incorporates a similar arrangement. There will l be a resident Maintenance and Construction Director at each site. Reporting to him will be four functional managers --

Planning, Production, Technical Support and Administrative Support -- who will be full-time at that site. At the Corporate Headquarters there will also be four functional managers -- Planning, Production, Methods and Procedures and Administrative Support -- to provide consistent procedural direction and knowledgeable continuing oversight of the site l Maintenance and Constructi?n activities. In this way each of the parallel principal asponsibilities will receive proper

attention and control.

1 Repairs - Corrective maintenance which rectifies deficiencies so that systems and equipment will perform adequately in support of plant operations. Such maintenance will be accomplished by plant personnel unless assigned by them to Maintenance and Construction.

Such work will be done by the plant staff or by Maintenance and Construction depending on the scope, complexity and schedule considerations.

Planning - Manage the work inventory by coordinating  !

with the plant operators the establishment of schedules, controls and conditions to permit the accomplishment of work in a safe and controlled manner. Included in this effort is docu-menting the identity of the work backlog and the designation of the priority of each item. The planning function will also include job order planning, preparation, scheduling, estimating, materials control, cost estimating and analysis, schedule assessment and modifications control.

Production - Manage the Company work force and vendor / contractor services and direct the accomplishment of work in the plant. This will include a limited project staff as well as a Manager for any major outage. The Production De-partment will also be assigned responsibilities for specified plant support facilities and all tools anel equipment under the cognizance of the Division.

Methods and Procedures - Prescribe, direct and/or control all processes and procedures in the Maiatenance and l Construction Division. The approved Methods Improvement Program will be planned and accomplished by this group which I will also coordinate all efforts involved in providing l

l technical support to the site department.

Site Technical Support - Interface with the Technical Functions Division and supplement its efforts where appropriate i

to insure proper technical support of the work force in the areas involving welding, materials, turbine, processes, qualifications, and mechanical and electrical auxiliaries.

This functional area will also manage records, documentation, methods and procedures for the Maintenance and Construction Division. . . . .

Administrative Support - Assist the division in the areas of personnel support, budget administration, cost con-trols, training coordination, data processing and information system procedures, office services and radiation exposure control by providing needed interfaces with the Administrative, Nuclear Assurance and Radiation and-Environmental Controls
