The purpose of this panel is to enhance open communication, public involvement, and education on the Indian Point decommissioning issues. The CAP will serve as a formal channel of community involvement with Indian Point. The IPNDCAP is also referred to as a panel.

cab-question2: The CAP held its first meeting on June 13, 2019. The panels formation was announced on March 28, 2019 by Village of Buchanan Mayor, Theresa Knickerbocker, Town of Cortlandt Supervisor, Linda Puglisi, and several other local officials. Yes, there is a charter for the CAB called the Indian Point Nuclear Decommissioning Citizen Advisory Panel (IPNDCAP).

cab-question3: The CAP will meet on an as-needed basis, approximately four times per calendar year. Additional meetings may be called by the Chairperson.

cab-question4: The CAP will consist of local government officials from NY State, Counties, Towns, Villages, Fire and School Districts, as well as representatives from environmental and local labor groups. The CAP will reflect viewpoints from residents within the Indian Point Emergency Planning Zone (EPZ), i.e. Westchester, Rockland, Orange, and Putnam Counties.

cab-question5: Members identified in the CAP shall be conferred/appointed by the organization named, with the understanding that a CAP member(s) so appointed should serve on the panel for at least one year. Membership on the CAP is conferred on the basis of their election or appointment to the position listed and not to any of them in their individual or personal capacity. Member vacancies will be filled by the original appointing authority. The Village of Buchanan Mayor, Theresa Knickerbocker, will serve as Chairperson, and the Town of Cortlandt Supervisor, Linda Puglisi, will serve as Vice-Chairperson. Judi Peterson will serve as Secretary.

cab-question6: Membership on the CAP extends to them for the duration of their time serving in their official position, minimum of one year.

cab-question7: Yes, Roberts Rules of Orders will govern all CAP meetings.

cab-question8: Yes, minutes shall be kept of all CAP meetings and will include a record of members in attendance.

Records of the CAP consist of this Charter, meeting agendas, meeting minutes, reports submitted to or drafted by the CAP and studies made available to or prepared by the CAP. As appropriate, records will also be available on a web-site (or portion of a web-site), as well as any meetings taped dedicated to the Indian Point decommissioning

project.

cab-question9: The Village of Buchanan will cover any costs related to administrative services of the CAP.

Administrative support will include but not be limited to typing, copying, compiling and mailing of CAP documents, assisting with meeting arrangements, etc. The Town of Cortlandt will cover costs related to the typing of the minutes, as well as recording the meetings. Members of the CAP will not be reimbursed for travel or other expenses incurred by them in the performance of their duties as members.

cab-question10: At the first meeting, the panel did an overview of the decommissioning process. Other topics may include review of the PSDAR, spent fuel management and transportation, property reclamation, and monitoring of the wells on site.

cab-question11: Information is communicated to the general public and feedback from the community is received and reviewed. Public notification of all meetings is given by local officials. The CAP will work in conjunction with the NYS and local Indian Point Task Forces.

cab-question12: The CAP is currently meeting with the New York State and local Task Forces and will continue to do so. Also, an NRC representative has been present at these meetings and will continue to be in the future.

cab-question13: The CAP offers a Q&A opportunity for the public. There are press releases for open meetings, public notifications, as well as giving citizens an opportunity to speak at these meetings.

cab-question14: Generally, the advantages are to gather and disseminate as much information as possible to the general public.

Communicating with the public and residents of the community as to what is happening at each step of the decommissioning process is a priority. Reports will be posted on web-sites. (Again, the IPNDCAP is officially referred to as a CAP or panel.)

cab-question16: To better organize the Q&A period at public meetings in order to allow everyone the opportunity to speak.
