Dear Mr. Nazar:
By letter dated July 15, 2015 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML15198A028), Florida Power & Light Company (FPL or the licensee) requested changes to the technical specifications for the St. Lucie Plant, Unit Nos. 1 and 2. The proposed amendment would revise the required actions for inoperability of auxiliary feedwater pumps.
The U.S. Nuclear Regulatory Commission (NRC) staff reviewed the information provided by the licensee and determined that additional information is needed to complete the review of the subject license amendment request. A request for additional information (RAI) is enclosed.
A draft of this question was sent to Mr. Eric Katzman of your staff on November 4, 2015 (ADAMS Accession No. ML15309A226), with an opportunity to have a teleconference to ensure that FPL understands the question and its regulatory basis, as well as to verify that the information was not previously docketed.
By e-mail dated November 10, 2015 (ADAMS Accession No. ML15322A314), Mr. Ken Frehafer of your staff stated that a conference call was not necessary, and the staff agreed that FPL would respond to the RAI within 45 days of the date of this letter. Please note that if you do not respond to the RAI by the agreed upon date, the NRC staff may reject your license amendment request under the provisions of Title 1O of the Code of Federal Regulations, Section 2.108, "Denial of application for failure to supply information."

The U.S. Nuclear Regulatory Commission (NRC) staff has determined that additional information is required to complete its review.
2.0 REQUEST FOR ADDITIONAL INFORMATION On June 22, 2015 (ADAMS Accession No. ML15127A066), the NRC issued Amendment No. 223 to Renewed Facility Operating License No. DPR-67 and Amendment No. 173 to Renewed Facility Operating License No. NPF-16 for SL-1 and 2, respectively. The amendments revised the SL-1 and 2 TSs by relocating specific surveillance frequencies to a licensee-controlled program. Amendment No. 223 for SL-1 replaced the surveillance requirements (SRs) of SR 4. 7.1.2.a that stated, "At least once per 31 days by:" with, "In accordance with the Surveillance Frequency Control Program by:". Amendment No. 173 for SL-2 replaced the SRs of SR 4.7.1.2.a that stated, "At least once per 31 days by:" with, "In accordance with the Surveillance Frequency Control Program by:".
By letter dated July 15, 2015, FPL submitted the auxiliary feedwater pumps license amendment request. In Attachment 1, "Unit 1 Technical Specifications Page Markup"; Attachment 2, "Unit 2 Technical Specifications Page Markup"; Attachment 3, "Revised Unit 1 Technical Specifications Page"; and Attachment 4, "Revised Unit 2 Technical Specifications Page," FPL has the incorrect SR 4. 7 .1.2.a that does not reflect Amendment No. 223 for SL-1 and Amendment No. 173 for SL-2.
Please correct these errors.
