February 1, 2018 Mr. Brian H. Whitley, Director Regulatory Affairs Southern Nuclear Operating Company, Inc.
42 Inverness Center Parkway, B022 Birmingham, AL 35242
SUBJECT:
VOGTLE ELECTRIC GENERATING PLANT UNITS 3 AND 4 ISSUANCE OF AMENDMENTS AND GRANTING OF EXEMPTIONS REGARDING PIPE RUPTURE HAZARD AND FLOODING ANALYSIS (LAR-17-010) (EPID NO.
L-2017-LLA-0143)
Dear Mr. Whitley:
In response to your application dated March 31, 2017, as supplemented and revised by letters dated August 21, October 9, November 1, December 1, and December 15, 2017, and January 3, 2018, titled, Request for License Amendment and Exemption: Pipe Rupture Hazard and Flooding Analysis, and designated as License Amendment Request (LAR)17-010, the U.S.
Nuclear Regulatory Commission has granted the enclosed exemptions and issued the enclosed Amendments Nos. 107 and 106 to Combined License (COL) Nos. NPF-91 and NPF-92 for the Vogtle Electric Generating Plant Units 3 and 4, respectively. The application revises the COL Appendix C (and related plant-specific Tier 1 information) and associated Tier 2 information to address mitigation of fire protection system flooding of the Auxiliary Building identified during completion of the pipe rupture hazards analysis.
The exemptions allow a departure from elements of the certified information in Tier 1 of the AP1000 Certified Design Control Document, as specified in LAR-17-010. These exemptions are related to, and necessary for the granting of the amendments, which are being issued concurrently with these exemptions.
A copy of the related safety evaluation, which includes the evaluation of the amendments and exemptions, is also enclosed. The notice of issuance of the amendment and the exemption documents included in this letter will be published in the Federal Register.
Sincerely,
/RA/
