During the December 2 3 rd 2009 meeting of the Reactor Safeguards Committee the members took action to reshape the Structure of the Organization.

As a result of this meeting the Alan J.Blotcky Reactor Facility is requesting a change to Technical Specification 6.2.1(1).

The current Technical Specification requires the Chief of Staff for the Medical Center to serve as the Chairman of the Reactor Safeguards Committee.

The committee believes that the Chief of Staff should no longer be mandated as the Chairman or a member of the RSC. The RSC feels the Associate Chief of Staff Research is a more appropriate choice to serve as Chairman of the RSC.The Alan J. Blotcky Reactor Facility would like to change Technical Specification 6.2.1 (1) and submit the proposed change as follows: 6.2.1 Composition and Qualifications The members shall collectively represent a broad spectrum of expertise in the appropriate reactor technology.

Individuals may be either from within or outside the operating organization.

(1) The Reactor Safeguards Committee (RSC) shall function to provide independent review and audit of facility activities and be composed of a minimum of 4 members including the following:

Chairman Associate Chief of Staff Research Member (ex-officio).

Radiation Safety Officer Member Reactor Director/Supervisor We also request a change to Technical Specification Figure 6.1. The proposed change is submitted for your approval as Attachment
