November 12, 2014 U.S. Nuclear Regulatory Commission ATTN. Document Control Desk Washington D.C. 20555 The following is provided as a clarification to section 7.3.3 of the Alan J. Blotcky Reactor Facility Decommissioning Plan (Final Revised) May 2014. License R-57, Docket # 50-131 All licensed materials will be secured in accordance with the requirements set forth in 10 CFR Part 20 Subpart I--Storage and Control of Licensed Material.
As noted in Section 7.3.2 of the DP, VA intends to maintain a Radiological and Hazardous Waste Packaging/Staging Area within the secure AJBRF reactor area until such time as off-site transportation is on VAMC Omaha grounds ready for acceptance of the load. Section 7.3.3 of the DP did not properly qualify use of the word "staging" in reference to packaged radioactive waste for pickup. It was intended to mean a temporary, intermediate step during the loading process of the off-site transportation vehicles only.
The areas outside of the secure AJBRF reactor area (basement hallway and loading dock area) will be secured by VA Police during any transfer to the off-site transportation vehicles.
