ATTN: Document Control Desk Washington, DC 20555 Re: 2011 Annual Operating Report for the Alan J. Blotcky Reactor Facility, License R-57, Docket# 50-131 This annual operating report is being submitted in compliance with technical specification 6.7.1, "Annual Operating Report".
Summary of Reactor Operating Experience during 2011.
The reactor remained shutdown with no fuel onsite throughout 2011. The reactor was permanently shutdown on 11/5/2001. All fuel was transferred to the USGS TRIGA facility during June of 2002. The fission chambers used in the reactor's nuclear instrumentation system were transferred to USGS during December 2002.
The reactor's Am-Be neutron sources were removed from the reactor facility and transferred to the Department of Energy's Off-Site Source Recovery Program on 7/24/2003. The Po-Be neutron source (Source No. 0-178) remains at the AJBRF.
On March 17, 2011 the "2010 Annual Operating Report' was sent to the NRC Document Control Desk.
On March 28, 2011 a letter was sent to the NRC Document Control Desk in regards to a "Notification of level I Personnel Change".
On April 12, 2011 the "Work Plan for Predecommissioning Activities scheduled to start April 25, 2011 at the Alan J Blotcky Reactor Facility (AJBRF)" was sent to the NRC Document Control Desk.
For four weeks during May 2011 AECOM performed Pre-decommissioning activities at the Alan J Blotcky Reactor Facility (AJBRF).
The Alan J Blotcky Reactor Facility (AJBRF) was inspected by the NRC from May 16-19, 2011.
On September 1, 2011 the VA sent the following document "A J Blotcky Reactor Facility Characterization Report VA Nebraska-Western Iowa Healthcare System Omaha Nebraska Order No. VA701-BP-004NA-101-G05020" to the NRC Document Control Desk.
On September 1, 2011 the VA sent the following document "Final Responses to 13 May 2008 NRC RAI's" to the NRC Document Control Desk.
On December 23, 2011 a letter was sent to the NRC Document Control Desk in regards to a "Notification of level I Personnel Change".
Unscheduled Shutdowns The reactor was maintained in a scheduled secured shutdown condition throughout 2011.
Maior preventative and corrective maintenance No major safety related maintenance was performed during 2011.
Chanqes, Tests and Experiments Changes to level 1 personnel occurred and were reported to the NRC in March and again in December of 2011.
There were no other changes, tests or experiments conducted during 2011.
Radioactive Effluents No radioactive effluents associated with the AJBRF were released or discharged beyond the effective control of the Medical Center during 2011.
Environmental Surveys During Pre-decommissioning activities both subsurface soil samples and sewer line samples were taken outside the facility. None of the samples collected showed any significant contamination above background levels. For details refer to the A J Blotcky Reactor Facility Characterization Report VA Nebraska-Westem Iowa Healthcare System Omaha Nebraska Order No. VA701-BP-OO4NA-101-G05020 submitted to the NRC in September of 2011.
Radiation Exposures There were no radiation exposures received by AJBRF personnel or visitors exceeding 25% of allowable limits during 2011.
