DOCKET 50-255 -LICENSE DPR-20 -PALISADES PLANT -EMERGENCY RESPONSE DATA SYSTEM In an NRC letter dated December 6, 1991, we were requested to confirm: 1) that the administrative portions of the Emergency Response Data System (EROS), as described in NUREG-1394, Revision 1, are complete, and, 2) that we are prepared to utilize EROS to transmit emergency data, as required by the recent changes to 10 CFR 50.72. In response the following is provided:

1) The administrative portions of EROS, as described in NUREG-1394, Rev 1, have been incorporated into the appropriate administrative controls:

a. Emergency Plan Implementing Procedures El-1, EI-2.1 and EI-3 assure EROS is activated as soon as possible, within one hour, of the declaration of an Alert, or higher, emergency classification level. b. The Software Quality Assurance Plan (SQAP) for our Critical Function Monitoring System (CFMS), the data feeder for EROS, requires that software changes which functionally affect EROS convnunications be coordinated with the NRC prior to implementation.

c. The CFMS SQAP also requires that any changes which affect EROS data points be coordinated with the NRC. 2) EROS is considered fully operational and ready to transmit emergency data, as required by 10 CFR 50.72. Operational testing of EROS has been successfully completed, as acknowledged by an NRC letter dated September 5, 1990. Additionally, in response to two NRC requests in the past year, the EROS Data Link has been successfully initiated.
