OPERATOR LICENSING EXAMINATION APPROVAL
Dear Mr. Pacilio:
The purpose of this letter is to confirm the final arrangements for the upcoming operator licensing examinations at the Clinton Power Station. The U.S. Nuclear Regulatory Commission (NRC) has completed its review of the operator license applications in connection with this examination and will separately provide a list of approved applicants to Mr. Christopher Dunn, Training Manager. Note that any examination waivers and application denials have been addressed in separate correspondence. The NRC has approved the subject examinations and hereby authorizes you to administer the written examinations in accordance with Revision 9, Supplement 1, of NUREG-1 021, "Operator Licensing Examination Standards for Power Reactors," one day during the week of August 26, 2013. The NRC staff will administer the operating tests during the week of August 19, 2013. This examination has undergone extensive review by my staff and representatives responsible for licensed operator training at your facility. Based on this review, I have concluded that the examination meets the guidelines of NUREG-1021 for content, operational, and discrimination validity. By administering this examination, you also agree that it meets NUREG-1021 guidelines, and is appropriate for measuring the qualifications of licensed operator applicants at your facility. If you determine that this examination is not appropriate ,for licensing operators at your facility, do not administer the examination and contact me at (630) 829-9707. Please contact Mr. David W. Reeser, Chief Examiner, at (630) 829-9859 if you have any questions or identify any errors or changes in the license level (RO or SRO) or type of examination (partial or complete written examination and/or operating test) specified for each applicant. SUBJECT:
Dear Mr. Pacilio:
CLINTON POWER STATION CONFIRMATION OF INITIAL LICENSE EXAMINATION In a telephone conversation on February 20, 2013, between Mr. T. Jennings, Lead Regulatory Examination Author and Mr. D. Reeser, Region Ill Examiner, arrangements were made for the administration of licensing examinations at the Clinton Power Station during the week(s) of August 19 and August 26, 2013. In addition, the U. S. Nuclear Regulatory Commission (NRC) will make an examination validation visit to your facility the week of July 29, 2013. As agreed during the telephone conversation, your staff will prepare the examinations based on the guidelines in Revision 9, Supplement 1, of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors." The NRC's regional office will discuss with your staff any changes that might be necessary before the examinations are administered. It will be necessary for your staff to furnish the examination outlines by May 31, 2013, to meet the above schedule. The written examinations, operating tests, and supporting reference materials identified in Attachment 3 to ES-201 will be due by June 28, 2013. Pursuant to Title 10 of the Code of Federal Regulations, Section 55.40(b)(3), (10 CFR 55.40(b)(3)), an authorized representative of the facility licensee shall approve the outlines, examinations, and tests before they are submitted to the NRC for review and approval. All materials shall be complete and ready to use. We request that any personal, proprietary, sensitive unclassified, or safeguards information in your response be contained in a separate enclosure and appropriately marked. Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled. In order to conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402, and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final. Appendix E of NUREG-1021 contains a number of NRC policies and guidelines that will be in effect while the.written examinations and operating tests are being administered. M. Pacilio Your staff should submit the preliminary reactor operator and senior reactor operator license applications (e.g., Office of Management and Budget (OMS) approval No. 3150-0090), medical certifications (OMS approval No. 3150-0024), and waiver requests (if any OMS approval No. 3150-0090) at least 30 days before the first examination date, so as to ensure a timely NRC review and evaluation process. If the applications are not received at least 30 days before the examination date, a postponement may be necessary. Signed applications certifying that all training has been completed should be submitted at least 14 days before the first examination date. This letter contains information collections that are subject to the Paperwork Reduction Act of 1995 (44 U.S. C. 3501 et seq.). These information collections were approved by the Office of Management and Budget, Approval Number 3150-0018. The public reporting burden for this collection is estimated to average 500 hours per response, including the time for reviewing instructions, gathering and maintaining the data needed, and completing and reviewing the collection of information. Send comments regarding this burden estimate or any other aspect of these information collections, including suggestions for reducing the burden, to the Records and FOIA/Privacy Services Branch (T-5 F52), U.S. Nuclear Regulatory Commission, Washington, DC 20555-0001, or by Internet electronic mail to infocollects@nrc.gov; and to the Desk Officer, Office of Information and Regulatory Affairs, NEOB-10202, (3150-0018), Office of Management and Budget, Washington, DC 20503. The NRC may neither conduct nor sponsor, and a person is not required to respond to, a collection of information unless it displays a currently valid OMS control number. In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records System (PARS) component of NRC's Agencywide Documents Access and Management System (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room). Thank you for your cooperation in this matter. Mr. T. Jennings has been advised of the policies and guidelines referenced in this letter. SUBJECT:
CONFIRMATION OF INITIAL OPERATOR LICENSE EXAMINATIONS: CLINTON POWER STATION
Dear Mr. Pacilio:
We have received your corporate letter RS-11-11 0 dated June 29, 2011. In that letter, you previously requested an initial operator licensing examination be scheduled at the Clinton Power Station for August 2013 and August 2015. In response, we had previously scheduled an initial licensing examination for the weeks of August 19 and 26, 2013, with an onsite validation the week of July 29, 2013. Similarly, we note that you were previously scheduled for an initial operator licensing exam the weeks of August 17 and 24, 2015. This date has been moved one week later to the weeks of August 24 and 31, 2015, to allow flexibility in the operator licensing schedule. The on-site validation is scheduled for the week of August 3, 2015. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date. We understand that your staff will develop the examinations unless we determine it is necessary for the NRC to develop an examination in which case, we will notify you immediately upon discovery of that need. Because your letter indicated that there were more than nine applicants being considered for each of these examinations, the examinations were each scheduled for two weeks. Please inform us if the number of candidates change for any examination as this will impact the examination schedule. Also, please inform us at your earliest opportunity if you discover you need to change the scheduled dates for the examinations. A supplementary letter will be sent to the training department approximately 120 days prior to the examination informing the training manager of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination date, and reconfirm the number of candidates you have in the training program. M. Pacilio In accordance with 10 CFR 2.930 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publically Available Records System (PARS) component of NRC's Agencywide Document Access and Management System (ADAMS), accessible from the NRC Web site at http://ww.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room). SUBJECT:
CONFIRMATION OF INITIAL OPERATOR LICENSE EXAMINATIONS: CLINTON POWER STATION
Dear Mr. Pacilio:
We have received your corporate letter RS-10-130. In that letter, you requested an initial operator licensing examination be scheduled at the Clinton Power Station for August 2015. In response, we have scheduled an initial licensing examination for the weeks of August 17 and 24,2015, at the Clinton Power Station. On-site validation of this examination is tentatively scheduled to occur the week of July 27, 2015. We note that you were previously scheduled for an initial operator licensing exam the weeks of August 19 and 26, 2013. These dates have not changed. CONFIRMATION OF REQUESTED INITIAL OPERATOR LICENSE EXAMINATIONS: NRC REGION Ill EXELON STATIONS
Dear Mr. Pardee:
In a letter dated August 13, 2009 (RS-09-1 09), your staff responded to Regulatory Issue Summary (RIS) 2009-11, and requested we schedule initial license operator examinations for the Exelon Nuclear Plants. In a separate letter dated March 19, 2009 (U-603882), Clinton Power Station requested an examination be administered in October or November 2010 that was not included in your RIS response letter. That examination has been added to your examination schedule. In a separate letter dated November 18, 2009 (U-603924), Clinton Power Station requested we not schedule the examination requested in December 2011 per your Jetter, but retain an August 2011 examination scheduled from your response to the 2008 RJS for examination scheduling. In a separate letter dated January 6, 2010 (Byron 201 0-0003), Byron Station requested we change the dates of their examinations proposed for 2011, 2012, and 2013 to other dates. We were unable to accommodate the April 2013 examination requested for Quad Cities Nuclear Power Station. It is currently listed as "To Be Determined" as we are currently negotiating a mutually acceptable examination date with Quad Cities training department personnel. This letter confirms scheduling of the requested examinations at the Region Ill Exelon power plants and incorporates the changes requested by Clinton Power Station and Byron Station. We have tentatively scheduled the requested examinations to occur as follows: Station 201 0 2011 2012 2013 2014 Braidwood N/R 06/20 N/R 03/25 N/R Byron 9/2 7 N/R 01/16 01/14 01/27 Clinton 1111 8/22 N/R 8/19 N/R Dresden 03/0 8 03/07 3/05 3/04 N/R LaSalle 09/1 3 N/R 09/24 N/R N/R Quad Cities N/R 5/30 3/26 TBD N/R N/R -None Requested TBD -To Be Determined On-site validation of the examinations is tentatively scheduled to occur approximately three weeks before each scheduled examination. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you and the affected station's training department immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date. C. Pardee We understand that your staff will develop the proposed examinations unless we discover it is necessary for the NRC to develop an examination. If an examination anticipates greater than nine anticipated applicants for the examination, the examination is scheduled for two weeks. Otherwise, the examination is scheduled for one week. Please inform us if the number of candidates declines below ten for any examination as this will impacfthe examination schedule. Please inform us at your earliest opportunity if you discover a need to change any of the dates of the scheduled examinations. A supplementary letter will be sent to each station's training department director approximately 120 days prior to the initial examination. The letter will provide the director with the chief examiner's name, an outline of examination security expectations, a list of the materials required by the NRC to conduct the examination, and it will reconfirm the examination dates and the number of candidates you have in the training program. If you have any questions concerning this information, please contact Mr. Dell McNeil of my staff at 630-829-9737. In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records System (PARS) component of NRC's Agencywide Documents Access and Management System (ADAMS}, accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room). Response to NRC Regulatory Issue Summary 2009-11, "Preparation and Scheduling of Operator Licensing Examinations"
Reference:
NRC Regulatory Issue Summary 2009-11, "Preparation and Scheduling of Operator Licensing Examinations," dated July 16, 2009 The referenced Regulatory Issue Summary (RIS) requested that facility licensees provide a proposed schedule of operator licensing examinations and an estimate of the number of candidates requiring initial operator license examinations for calendar years 2010 through 2013, and the number of candidates requiring Generic Fundamentals Examinations (GFEs) for calendar years 2010 and 2011. Attachments 1 through 10 provide responses to RIS 2009-11 for the Exelon Generation Company, LLC (EGC) plants identified above. The requested information for each facility is provided on a separate NRC Form 536. In calendar year 2010, eight candidates are expected to take the dual-site Limited Senior Reactor Operator (LSRO) initial license examination as indicated on Attachment
- 6. The schedule for the indicated examination is as follows: the written examination and a portion of the operating examination will be given at Limerick Generating Station (LGS); the remainder of the operating examination will be completed at Peach Bottom Atomic Power Station (PBAPS). Since the LSRO examination is a dual-site examination that involves both LGS and PBAPS, rather than repeating the same information on both attachments, the examination scheduling information is provided on Attachment 6 for LGS. Attachment 8 for PBAPS references Attachment 6 where appropriate.
