SAFETY EVALUATION REPORT, APPLICATION DATED MAY 19, 1989, AS SUPPLEMENTED JULY 17, 1989, RE.0 ORGANIZATIONAL CHANGES

Background
By-application dated May 19, 1989, as supplemented July 17, 1989, NNFD-RL requested Materials License No. SNM-778 be amended to reflect changes in their health and safety. organization.
, Discussion The major changes proposed by NNFD-RL are:
- 1. The position title of Manager, Regulatory Relations changes to Manager, Safety and Safeguards, and the positions of Senior Health Physics Engineer and Health Physics are combined into Health Physicist. These changes only
. reflect new titles and do not affect the responsibilities.
- 2. A new position titled Licer. sing and Compliance Officer combines the (
positions and responsibilities of the Facility Supervisor and License
. Administrator.
- 3. The Supervisor, Health and Safety (SHS) is changed to Supervisor, Health Physics. . As a result of this change, the Industrial Safety Officer, who originally reported to the SHS, will now report to the NNFD Manager, Health and Safety, who is located within one common site occupied by three B&W licensed facilities. . The Industrial Safety Officer's responsibilities remain the same.
- 4. .The' qualifications of the Industrial Safety Officer be revised from 1 year of experience in~ radiation and industrial safety to a B.S. or advanced degree with course work in industrial safety or at least 1 year of experience in industrial safety. The' revised qualifications include a
. choice between educational requirements or industrial experience requirements. The staff has e termined that the licensee's request is I
acceptable.

Based on;the'above discussion, the staff concludes the amendment can be issued :1 without undue risk to the workers, public, or environment.; -Therefore, approval of the application is recommended.
The Region II office has no objection to this . licensing action.
