Background

By application dated August 10, 1987, the licensee submitted changes to their Radiological Contingency Plan (RCP).

Discussion The RCP changes involve the site and facility description, facility name, and organization, including the eliminat,on of the Fire and Rescue Team Chief position. The position's function has been incorporated under the Fire and i Rescue Officer. The staff has reviewed the changes and agrees with the licensee's conclusion that these changes do not decrease the response effectiveness of the Plan. The RCP changes were d,scussed with Ann Tabaka of Region II on September 10, 1987. She has no objection.

The proposed revision of the RCP as described above is procedural and adminis-trative in nature and will not compromise environmental protection. In accordance with 10 CFR 51.22(c)(11), this action is a categorical exclusion, therefore, neither an Environmental ~ Assessment nor an Environmental Impact Statement is warranted.

Conclusion Based on the above discussion, I believe the amendment can be issued without undue risk to the workers, public, or environment. Approval of the application is recommended. ]
