SAFETY EVALUATION REPORT, APPLICATION DATED SEPTEMBER 1, 1987, RE ORGANIZATIONAL CHANGE DISCUSSION

.By letter dated September 1,.1987, the licensee requested the position of Manager, Employee, Community, and Regulatory Relations be changed to the Manager, Regulatory Relations. The request involves a position name change and not the position's safety responsibility. The staff has reviewed the application.and considers it acceptable.

The application was discussed with G. Treup, Region II, on September 28, 1987.

He has no objection.

The licensee's proposed organizational change is procedural and administrative in nature and will not compromise the environmental protection. In accordance with 10 CFR 51.22(c)(11), this action is a categorical exclusion, therefore, neither an Environmental Assessment nor an Environmental Impact Statement is warranted.

Conclusion Based on the above discussion, I believe the amendment can be issued without undue risk to the workers, public, or environment. Approval of the application is recomended.
