SAFETY EVALUATION REPORT, APPLICATION DATED JUNE 19, 1986, RE RELEASE OF BUILDING A FOR UNRESTRICTED USE

Background

Building A was formerly used to support reactor experiments which were conducted under an NRC reactor license. On June 23, 1983, the licensee informed the NRC=

.that they planned to decontaminate Building A and requested that upon completion of the decontamination, the area be released from License No. SNM-778. In 1986, the licensee completed the decontamination work and requested by application dated June 19, 1986, that Building A be unconditionally reroved from License No. SNM-778. To support the request, a radiological survey report was provided.

Discussion After the staff's review of the survey report, Region II had Oak Ridge Associated' Universities (0RAU) perform a confirmatory survey. By memorandum dated May 8, 1987 (DCollins to LRouse), Region II recommended that Building A be released in accordance with the " Guidelines for Decontamination of Facilities and Equipment Prior to Release for Unrestricted Use or Termination of Licenses for Byproduct, Source, or Special Nuclear Material," and dose rate limits of 5 microroentgen per hour at I meter.

On August 10, 1987, the staff discussed the licensee's request with Mr. Alexander Adams, NRR Project Manager for the reactor license. He has no objection to the release of Building A from License No. SNM-778.

Conclusion Based on the results of the radiological survey, the contamination levels in Building A are less than NRC release criteria.
