SAFETY EVALUATION REPORT, APPLICATION DATED DECEMBER 8, 1987, AND SUFPLEMENTS DATED MARCH 30 AND JUNE 20, 1988, RE: RELEASE BUILDING C FOR UNRESTRICTED USE Backgroun_d By application dated December 8,1987, the licensee requested Building C, except for the room that houses the exhaust fan and stack, be removed as an authorized place of use. On August 4,1988, the Connission issued License Alrendment No. 4 to remove Building C as an authorized place of use. Because the NRC final radiological survey report on Building C was still pending at that time, the licensee was infonred that the final release of Building C for unrestricted use would be detennined in a separate licensing action.

Discussion By letter dated January 29, 1987, the licensee submitted the radiological 6 survey results for Building C in support of a request to release Building C for unrestricted use. In July 1988, ORAU completed a confirmatory radiological survey of Building C (enclosure 1) ind re satisfy the NRC guidelines (enclosurefor1)release portedforthat the contamination unrestricted use. levels Accordingly, Building C, except for the exhaust fan room and stack, reay be released for unrestricted use.

This amendment supersedes Anendment No. 4 in its entirety. The Safety Evaluation Report for the Temporary Storage Facility, enclosed with Amendment No. 4, ruains in effect.
