REVIEW 0F LICENSE AMENDMENT APPLICATION DATED FEBRUARY 25, 1986, AND ITS SUPPLEMENT DATED MARCH 17, 1986

Background

Babcock & Wilcox, Lynchburg Research Center (LRC), by application dated February 25, 1986,' and its supplement dated March 17, 1986, requested that Materials License No. SNM-778 be amended authorizing the reorganization of its line organization which indirectly affects the safety organization. The only difference, in so far as the safety organization is concerned, is the position to whom the safety organization reports. It will now be the Manager, Lynchburg Technical Operatiora. This new position replaces the Director, Lynchburg Research Center and is at the same reporting level in the organization; namely, to the Vice President, Research and Development Division. A request also has '

been made to authorize a revision to the minimum qualifications of the Supervisor, Health and Safety.

A new position, Manager, Special Projects Decommissioning, has also been established.

Discussion A. Radiation and Nuclear Criticality Safety The Radiation and Nuclear Criticality Safety organization, responsibilities, and controls remain the same. No action is being taken on the request for reducing the minimum qualifications of the Supervisor, Health and Safety because the LRC failed to submit a corresponding page change to the license conditions section. This was discussed with Mr. A. F. Olsen, Senior License Administrator LRC on March 19, 1986. He requested the amendment be issued without the change.

B. Environmental Protection There is no requested change to the environmental protection requirements of the facility. The requested change is administrative and organizational. In accordance with 10 CFR 51.22(c)(11), neither an Environmental Assessment nor an Environmental Impact Statement is necessary for this proposed action.

General

- The application dated February 25, 1986, and its supplement dated March 17, 1986, were discussed with Mr. John B. Kahle, Region II Facility Inspector,

. on March'20,-1986. He foresaw no safety or environmental problem with the requested authorization to change the line organization.

Conclusion-Approval of the license amendment request is recommended.
