SAFETY EVALUATION REPORT, AMENDMENT APPLICATION DATF.D JUNE 14, 1983 I. Dackground By appilcation dated June 14, 1988, the licensee requested authorization for

, the following 3 items:

[ 1. Performance of repairs and modifications to radioactive and contaminated l compo.1ents rcceived from other companies or B&W divisions.

2. Revision of surface survey frequency for snack bars and vending machine areas in unrestricted areas.
3. Laundry operation for cleaning contaminated clothing.

II. Discussion

1. For item 1 The NNFD-RL is authorized by the License No. SNM-778 to repair and modify radioactive and centaminated equipment for research and development purposes.

By the application, the licensee requested authorization to provide these repair and modification services to the commercial nuclear industry. The staff evaluated the application and determined that tha licensee's existing approved radiation prctection program is adequate to protect Worker $'

safety for the additional propsed activity.

2. For item 2 Since 1980, the licensee has been conducting daily smear surveys of the snack bars and vending machine areas. The licensee indicated that, during surveys for 8 years, no activity has been detected in facilities in the unrestricted areas. Therefore, NNFD-RL requests authorization to reduce the daily survey frequency to weekly for these areas. Based on the licensee's survey results of the areas, the request is justified.

3. For item 3 B&W proposes to add the laundry operation, which was inadvertently left out of the renewal, into the license. No nuclear safety analysis was provided with the request. Because the laundry is located in the Liquid Waste Disposal Facility (LWDF), nuclear criticality safety criteria for the facility was examined.

B&W has no special nuclear material mass limits for the LWDF. Accordingly, the staff recommends the following license condition:

The entire laundry system shall be limited to one safe mass unit'as defined in Section 4.2.2 for Building B.

The liquid waste from the laundry goes to the LWDF system. Tanks in this system are examined for sclids buildup with each voiding, or annually, whichever comes sooner. This existing requirement should be adequate for the low levels of uranium expected in laundry water.

III General The amendment application was discussed on July 25, 1988, with G. Troup, Region Il projects inspector of the NNFD.RL; he has no objection to this proposed action.

IV. Conclusion__

Based on this above discussion, I believe the amendment can be issued without undue risk to the workers, public, or environment. Approval of the application is recomended.
