Attached is the safety evaluation report (SER), prepared by the Division of Systems Safety and Analysis, in which we accept Topical Report CENPD 199-P, Revision 1 P-A, Supplement 2 P, "CE Setpoint Methodology" for referencing in licensing applications. We propose that the Committee To Review Generic Requirements (CRGR) review be waived in accordance with the suggested procedures in the memorandum referenced above.
CENPD-199-P, Revision 1 P A, Supplement 2-P, describes several proposed modifications to the NRC-approved ABB-CE setpoint methodology described in CENPD 199-P, Revision 1 P-A.
This methodology is used by ABB-CE to calculate limiting safety system settings for the local power density and thermal margin trip systems and limiting conditions for operation to assure that the specified acceptable fuel design limits are not exceeded during the design basis anticipated operational occurrences, We reviewed CENPD 199-P, Revisi.n 1-P-A, Supplement 2-P, and concluded that it provides appropriately conserntive, altemate methods which would be acceptable for referencing in licenso applications for ABB-CE plants with analog protection systems.
According to the CRGR charter, the CRGR should review all staff approvals of topical reports.
However, since the methodology described in this topical does not involve any new staff positions or interpretations beyond those already applicable to the affected licensees, we believe that CRGR review is not necessary.
