• APPENDIX R SHUTDOWN METHODOLOGY Licensee Event Report (LER) 97'"009 is attached. This event is reportable to the NRC in accordance with 10 CFR 50.73(a)(2)(ii)(B) as a condition outside the plant design basis. This condition was found during a planned review of the Appendix R program engineering analyses. This review determined that one of the conclusions in an analysis had not been translated into the appropriate off-normal procedure manual actions. This failure of the procedure to properly support the Appendix R analysis could have resulted in the plant being put in a condition outside of the plant Appendix R design basis criteria.

' In 1994, an Appendix R Enhancement Plan was established at Palisades to f reconstitute Appendix R design bases. Implementing this plan resulted in the development of a number of new engineering analyses. This LER condition was identified _d!,.!rin_g_v_9lidati_on of these af!alyses, an effort which is ongoing.

SUMMARY

OF COMMITMENTS This letter contains two new commitments and no revisions to existing commitments.

1. All Appendix R engineering analyses will be finalized and a review of the engineering analyses will be completed to ensure consistency in their assumptions and conclusions. It will also be verified that the appropriate procedure changes recommended by the analyses have been made.

2. The engineering analysis process will be enhanced to require appropriate technical reviews of transmittal documents utilized for procedure development or revisions.
