SUBJECT:

COMMITMENTS AND PLANS RELATED TO REACTOR PRESSURE VESSEL (RPV) HEAD LIFTS AT D.C. COOK NUCLEAR POWER PLANT

Dear Mr. Nazar:

This refers to our letter (ML062650461) dated September 22, 2006, which responded to D.C. Cook Letter AEP:NRC:6514, dated September 22, 2006, regarding your commitments and plans for RPV head lifts (over the RPV). In our letter, we stated that you would be performing a more detailed, rigorous quantitative analysis and that you would be discussing those results with NRC staff prior to subsequent lifts of the RPV head over the RPV during the current refuel outage.

Based upon a conversation between Ms. S. Simpson of your staff and me on September 29, 2006, we are clarifying that statement in that our understanding is that you will complete and discuss those results with NRC staff prior to subsequent lifts of the RPV head over the RPV if fuel is in the vessel. There is no need to complete that analysis or have that discussion with NRC staff prior to an RPV head lift over a completely defueled vessel.

In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room or from the Publically Available Records (PARS) component of NRCs document system (ADAMS),accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).

Sincerely,

/RA/
