VERMONT YANKEE - THIRD QUARTER 2011 PERFORMANCE REVIEW The purpose of this memorandum is to document a third quarter 2011 performance review meeting regarding Vermont Yankee (VY) which was conducted by Region I, with participation from program office staff, on November 2, 2011. The purpose of the meeting was to review licensee performance and the NRC's planned inspection activities in light of the uncertainty associated with the ultimate operating status of VY during the current Reactor Oversight Process (ROP) inspection cycle and the next ROP cycle.

During the review, it was noted that licensee performance continues to be in the Licensee Response column of the action matrix. Discussion of additional plant-specific issues included, but was not limited to: current plant staffing levels and attrition rates (including trends); licensed operator pipeline status; licensee management oversight; plant investment in capital projects; corrective action program diligence; maintenance backlogs (corrective and preventative); personnel morale issues; and the licensee's safety culture and work environment.
