Hardened Plant Vent:

• FitzPatrick is a GE Mark 1 BWR. The current (licensed) configuration is a hard pipe from the primary containment to the suction of the standby gas treatment system, which is located outside the reactor building in an adjacent building at ground level.

• In response to GL 89-16 (Mark I hardened vent), FitzPatrick conducted an evaluation, through completion of the Individual Plant Examination, of the as licensed design and concluded the vent was acceptable.

" This evaluation was reviewed and inspected by the NRC. The Safety Evaluation Report dated September 28, 1992, concluded that Fitzpatrick's torus vent met the hardened vent design criteria intent with the improved operator training and procedures associated with containment venting.

• Resident staff recently documented the (hard pipe) configuration during TI 2515/183 inspection activities in IR 0500033/2011008.

• A recent 2.206 petition submitted by Beyond Nuclear has challenged the adequacy of this design and requested enforcement actions be taken by the NRC.
