    - Perform pilot design-related inspections at vendor facilities prior to and/or during the fabrication process for safety-related major plant modifications
    - Develop identification guidelines and screening criteria to determine:
* When a plant change can be considered a major plant modification
* When a major plant modification should be subject to a vendor inspection
* 1st pilot design related aspect inspection at Equipos Nucleares, S.A (ENSA) in Santander, Spain
* At least 1 other planned 5

  - No specific findings identified related to issues in the design review, design change process, design documentation, or design related software at ENSA
