On May 1, 2007, the U.S. Department of Transportation (DOT), Maritime Administration(MARAD) submitted the Final Safety Analysis Report (FSAR), Rev. IV, for the N.S. SAVANNAH to the U.S. Nuclear Regulatory Commission (NRC) to meet the requirements of 10 CFR 50.71(e). In accordance with 10 CFR 50.71(e)(3)(i) and (e)(4), MARAD was required to submit a revised FSAR for the NS SAVANNAH to NRC by July 22, 1980, with update revisions submitted every 24 months thereafter. Submittal of Rev. IV of the FSAR brings MARAD into compliance with the requirements of 10 CFR 50.71(e). The staff acknowledges MARAD's certification that FSAR, Rev. IV: (1) presents changes madesince FSAR, Rev. III, necessary to reflect information and analyses submitted to theCommission; and (2) identifies changes made under the provisions of 50.59 but not previously submitted to the Commission.Now that the FSAR has been properly updated, and an approved quality assurance plan is inplace, the process for license termination can be initiated. The first step of this process will be resubmitting your post-shutdown decommissioning activities report (PSDAR). MARAD withdrew its previously submitted PSDAR on January 26, 2007, due to significant uncertainties in the decommissioning schedule. An adequate PSDAR will include a description of the decommissioning activities and a schedule for their completion, an acceptable decommissioning cost estimate, and a discussion of the environmental impacts. The PSDAR will facilitate decommissioning of the reactor and eventual termination of the NRC license under the requirements of 10 CFR 50.82(a).

Dear Mr. Koehler:

On May 1, 2007, the U.S. Department of Transportation (DOT), Maritime Administration (MARAD) submitted the Final Safety Analysis Report (FSAR), Rev. IV, for the N.S. SAVANNAH to the U.S. Nuclear Regulatory Commission (NRC) to meet the requirements of 10 CFR 50.71(e).
