UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555*0001 December 13, 2011 Mr. David J. Bannister Vice President and CNO Omaha Public Power District Fort Calhoun Station 444 South 16th St. Mall Omaha, NE 68102-2247

SUBJECT:

FORT CALHOUN STATION, UNIT NO.1 - NATIONAL FIRE PROTECTION ASSOCIATION STANDARD 805 LICENSE AMENDMENT APPLICATION ONLINE REFERENCE PORTAL (TAC NO. ME7244)

Dear Mr. Bannister:

By letter dated September 28, 2011, Omaha Public Power District (OPPD) submitted a license amendment application to adopt National Fire Protection Association Standard NFPA 805 for Fort Calhoun Station, Unit 1.

To improve the efficiency of the U.S. Nuclear Regulatory Commission (NRC) reviews, OPPD and the NRC staff discussed the use of an online reference portal that would allow the NRC staff and its contractors limited read-only access to the basis documents and other reference materials cited in the applications. The online reference portal would allow the NRC staff to audit basis documents to determine whether the information included in the documents supports the application. Documents identified as necessary for analysis of the application and regulatory decision making will be identified by the NRC staff. The NRC will request OPPD to submit those documents to the NRC Document Control Desk. Use of the online reference portal is acceptable as long as the following conditions are met:

  • The online reference portal will be password-protected and passwords will be assigned to NRC staff directly involved in the review on a need-to-know basis;
  • The online reference portal will be sufficiently secure to prevent NRC staff from printing, saving, or downloading any documents; and
  • Conditions of use of the online reference portal will be displayed on the log-in screen and will require concurrence by each user.

The conditions associated with the online reference portal must be maintained throughout the duration of the review process. Please provide written confirmation that OPPD agrees to the terms and conditions set forth in this letter.

D. Bannister -2 Should you have any questions, please contact Mr. Harry Barrett, Senior Fire Protection Engineer, at 301-415-1402, or via e-mail at Harold.Barrett@nrc.gov.
