This purpose of this letter is to clarify the position of the U.S. Nuclear Regulatory Commission (NRC) with regard to the analysis of the inadvertent control element assembly withdrawal at power that your staff is preparing in support of a license amendment request for an extended power uprate (EPU) for the S1. Lucie Unit 1 (SL 1) plant, as indicated in a September 16, 2010, meeting with your staff and in subsequent telephone discussions.
 
The NRC staff understands that Florida Power and Light Company is using the AREVA Licensing Topical Report EMF-2310(P)(A), "SRP [Standard Review Plan] Chapter 15 Non-LOCA [Loss-of-Coolant Accident]
This purpose of this letter is to clarify the position of the U.S. Nuclear Regulatory Commission (NRC) with regard to the analysis of the inadvertent control element assembly withdrawal at power that your staff is preparing in support of a license amendment request for an extended power uprate (EPU) for the S1. Lucie Unit 1 (SL1) plant, as indicated in a September 16, 2010, meeting with your staff and in subsequent telephone discussions.
