Introduction Decommiss i o.ning San Onofre Nuclear Generating Station

• SONGS is a permanently defueled station transitioning to decommissioning.

• Quality is an essential cornerstone of what we do at SONGS -SONGS is a 10 CFR 50 Appendix B licensee with an approved Quality Assurance Program (QAP). Going forward SONGS will remain a 1 0 CFR 50 Appendix B licensee with a simplified Decommissioning QAP (DQAP) aligned with plant status and activities.

• In the face of a changing environment, the SONGS QA program will: -Continue to provide effective oversight of programs and activities that are important to safety. (SAFETY) -Efficiently manage available resources to continue to add value to the decommissioning effort. (STEWARDSHIP)

-Establish a clear path from essential decommissioning regulatory requirements to implementing programs and procedures to ensure complete station engagement. (ENGAGEMENT)

• Scope of DQAP optimized to fit a permanently defueled facility -Applicability changed due to Systems, Structures and Components (SSCs) reclassification

• Maintain compliance with 10 CFR 50 Appendix B

• Eliminate Operating Plant QA standards and guides

• Add Decommissioning Plant QA standards and guides

• Eliminate redundancies with other SONGS programs

• Perform 10 CFR 50.54(a) evaluation to identify reduction in commitments DQAP Revision Development Decommissioning San Onofre Nuclear Generating Sta t i on

• SONGS approach for the development of the DQAP was based on an evaluation of QAP changes at previously decommissioned facilities.

• SONGS focused on Maine Yankee, Zion Station and Humboldt Bay Programs.

These programs were selected because of their similarity to SONGS

• Essentially a single Nuclear Utility -limited corporate involvement and support

• Concise yet specific quality requirements
