The U.S. Nuclear Regulatory Commission (NRC) cannot make a determination on operator license applications until the applications are actually submitted to the NRC in accordance with 10 CFR 55.31. The NRC will approve an initial application for an operator (RO) and/or senior reactor operator (SRO) if it finds that the application satisfies the requirements of 10 CFR 55.31(a), that the applicant's medical condition and general health satisfy 10 CFR 55.33, and that the applicant has passed the requisite written examination and operating test. However, the NRC cannot evaluate any aspect of an application, including examination waiver requests, before the application is actually submitted to the NRC. Consequently, the NRC cannot provide a determination of whether the subject RO and/or SRO license applications, requesting waivers of the written examination and operating test, in accordance with 10 CFR 55.47 guidelines necessary to meet 10 CFR 55.33 (a)(2), would be approved.

SUBJECT:

WATTS BAR NUCLEAR PLANT UNITS 1 AND 2 - REQUEST FOR DUAL UNIT OPERATOR LICENSES

Dear Mr. Simmons:

In a letter dated April 15, 2016, the Tennessee Valley Authority (TVA) requested approval of TVA's plan for obtaining dual-unit licenses for four operators currently licensed on Unit 1 only, in accordance with 10 CFR 55.47 and NUREG 1021, Revision 10, ES-204, Section D.2. Specifically, TVA proposed that 520 hours0.00602 days
0.144 hours
8.597884e-4 weeks
1.9786e-4 months
(13 weeks at 40 hours4.62963e-4 days
0.0111 hours
6.613757e-5 weeks
1.522e-5 months
per week) be considered sufficient operating experience to allow the issuance of dual-unit operator licenses for the four operators currently licensed on Unit 1 only.

The U.S. Nuclear Regulatory Commission (NRC) cannot make a determination on operator license applications until the applic ations are actually submitted to the NRC in accordance with 10 CFR 55.31.

P. Simmons 2 In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice, " a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).

ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html
